| The owners’ committee As a new self-governing organization developed to safeguard the legitimate rights and interests of owners in community governance,the owners’ committee,as the representative of the owners’ organization based on property rights,has effectively maintained the interests of owners in the struggle between developers and property service companies in the past 20 years,and has been recognized by owners.At the same time,the owner committee,as the owner’s autonomy platform,plays an important role in promoting and training the people’s sense of participation in community governance and promoting the stability and harmonious development of the community.From the promulgation of the property management regulations by the State Council to the birth of the property law,it reflects the recognition of the system of the owner committee by the state.However,due to its short development of more than 20 years,the relevant theoretical research is not mature enough.In terms of law,even after the promulgation of the property law,the definition of the rights and obligations of the owners’ committee,especially the qualification of the main body,is relatively vague.At the same time,due to the lack of perfect operation mechanism,there are many problems in the actual process,such as low establishment proportion,difficult work,imperfect supervision mechanism,etc There are three outstanding cases.The foundation of community governance is residents’ autonomy.As an important participant in the grass-roots autonomy,the development of owners’ Committee directly affects the realization of residents’ own interests and the democratic reform at the grass-roots level.Therefore,it is of great practical significance to strengthen the research on the plight of industry committee in community governance for promoting the development of industry committee.This paper analyzes the role and dilemma of the owner committee in community governance with the Y community of Suzhou Industrial Park as an example through the study of relevant materials and specific cases,analyzes the causes of the dilemma through governance theory,stakeholder theory and collective action theory,and puts forward countermeasures and suggestions to promote the development of the owner committee system. |
