| In1991, the first Owners’Committee of Shenzhen Vanke Garden was build which was the major milestone from "Unit System" to "Neighborhood System" in our country. After20years of development, the majority of China’s commercial district in urban communities had set up the Owners’ Committee. Owners’Committee called "harbinger of civil society" by some scholars is an autonomous community of urban communities and it represents a good development situation of China’s civil society. So it is very valuable to research in observing the role of country and the changes of action strategy during the building and operating of Owners’Committee.Using the "event-procedure" analysis by Professor Sun Liping, with the case of national role and action strategy in development of Owners’Committee of Z Community N Street W City, defining the Street and the Neighborhood as the behalf of national power, Property Company as the logic spokesman of market, the Owners organized by social individual, according to the time order of "event", this article analyzed the "sidelines" of market forces, the "rider" of owners group, leading to the dynamic process from enabling intervention to compulsory intervention of national power during the development of Owners’Committee. Finally the national power intervene too much for the community affairs, and it thus affected the normal operation of Owners’ Committee and the development of citizen community was limited. The case selected in the research was the most typical case of China Community in the contemporary which represented the process from nothing to something, from beginning to maturation of commercial estate. Beginning from the case, through small to large, this article analyzed the role and action strategy of national power during the development of Owners’ Committee.In the structure arrangement, article firstly analyzes how official power infiltrated home-owner committee in at the perfect moment in the process of second election in Z community In W city. To develop industry regulations, to set up the preparatory group, to determine the list of candidates, to control the election process, official power seize the opportunity of community Can’t be implemented folk collective action,"support" transition in Z community In W city. Therefore, through the changing role and action, the country used community resources, promoted folk collective action order and self-organization. Through introducing industry in the preparatory mode in Z community, article describes the industry committee election is a "theatrical performances". Industry authority in the election process, the country built the "play table", and the self-appointed "judges", and then develop the "actor" list, urged the industry to "show", candidates finally decide who is the best "actor" and "best of show".Secondly, article discuss the growth environment of owners committee. In a ubiquitous role of "mandatory" intervention in the process of owners committee, official power Block up the play the autonomous function in the following three aspects: community management mode leads to the owners of the Committee role marginalization; Neighborhood committees might weaken the Committee of owners autonomous power; Three linkage deprived the autonomous function of the owners’ committee.Lastly, with the establishment〠transition and operation in Z community In W city, no matter is official power "support" or "mandatory" intervention, it is in trouble of the paradox of conflict, national "countries into the autonomous rights and administrative rights permits" and "control" of the two kinds of difficulties Conflict of rights and the administrative rights of autonomy and paradox of "decentralization" and "control".
