Research On The Current Situation And Countermeasures Of Cooperative Governance In Urumqi A Community

Since the reform and opening-up,China has transformed from a traditional agricultural society to a modern industrial society.Along with the transformation of the industrial society,urbanization has been promoted and the population has moved on a large scale,resulting in great changes of people’s life style and ideas.At the same time,China’s social governance system has also undergone a great change from “unit system”-“street system”-“community system”.Under the background of the major adjustment in the interests pattern,a large number of social problems have also arisen,which have brought great challenges to the improvement of urban and rural community governance.In recent years,the major changes in the urban grassroots society are the weakening of the functions of the grassroots government and the emergence of social autonomy.As the capital city of Xinjiang,Urumqi has sorted out its existing problems in community governance,such as unclear community positions,low participation enthusiasm of residents,insufficient motivation of social organizations,and difficulty in balancing stability maintenance and service work.Therefore,it is imperative to explore a suitable development direction for itself.For the purpose of studying the countermeasures to solve the dilemma of collaborative governance of a community and on the basis of multi-center governance theory and collaborative governance theory,this paper dialectically draws lessons from the relevant management experience at home and abroad,and comb the development process of Urumqi community.Taking “A community” in Urumqi as an example and combining with the empirical evidence of community collaborative governance,this paper explores the countermeasures of the collaborative governance dilemma of “A community” in Urumqi.Community governance is an important link in the implementation of the “ the last mile” of the government’ s policy of benefiting the people.Through the analysis of the whole text,this paper argues that “A community” in Urumqi should adhere to the classified policy of “ adaption to local conditions”,and it is based on the reality of community basic conditions and humanistic characteristics.By strengthening the guidance of community party building and innovating the community governance system,it will deepen the concept of collaborative governance.It also should strengthen the construction of the community talent team,cultivate community residents’ awareness of participation,improve the ability of community service,promote the legalization of community governance,so as to build a new community with cohesion,centripetal force and sense of belonging,build a new community of social life and finally become the fulcrum to prize the innovation of social governance in China.
