Research On The Manifestations Of Cyber Violence And The Path Of Government Governance

In recent years,incidents of network violence have sprung up.Network violence not only violates individual rights and interests,but also brings great challenges to the governance of the network ecological environment.It is imperative to use the rule of law to govern network violence.This paper classifies and analyzes the typical cases of network violence in China,summarizes the forms of expression,analyzes the causes of increasing network violence combined with the background of social development,and puts forward governance measures by using the theory of government governance.In addition to the introduction and conclusion,this paper is divided into four parts.The first part defines the concept of network violence studied in this paper combined with the views of different scholars,and expounds the theory of government governance and network public opinion related to the paper,which provides a theoretical basis for the governance measures proposed later.The second part is the selection of socially influential and representative cases.From the cases,the manifestations of network violence,the personal rights that may be infringed,and the effective governance of the government in the incident are summarized.Classify and summarize the four manifestations of online violence,One is the network language violence based on the perspective of netizens,which mainly refers to the improper speech delivered by netizens through the network,resulting in the damage of personal rights such as the right to reputation and even the right to life of the parties.Two is that netizens disclose personal privacy on the Internet from the perspective of moral judgment,and even conduct “ human flesh search ” on the parties,thus causing actual harm in real life.Third,Netizens spread false information through the network based on herd mentality,and then cause damage to personal rights such as personality rights.Fourth,Netizens use network public opinion to help the weak,based on participation in public decision-making and pursuit of personal justice.They want to speculate,criticize and defame the strong,ignoring the truth and even affecting judicial justice.The third part makes an in-depth analysis of the causes of network violence in China.Although there are some reasons such as the low comprehensive quality of some Internet users,the irresponsible guidance of public opinion by some media due to interests,and the inaction and difficulty of the government,network violence is becoming more and more intense in today’s era,and there are also deep-seated social reasons,which need to be discussed in depth.The fourth part is to provide effective measures for the governance of network violence from the perspective of government governance.On the basis of summarizing the previous four parts,it starts with prevent beforehand,investigation and punishment in the matter and the blow after the incident,and strengthens government responsibility from the aspects of paying attention to legislation,strengthening law enforcement and advocating law-abiding,so that the government can act more actively in network violence.This paper summarizes the manifestations of network violence and analyzes its causes,and then learns from the experience of foreign governance of network violence,and finally combines the theory of government governance to regulate network violence.The use of the rule of law in governance measures is the focus of the article.
