As an important part of China’s education system,vocational education has provided a large number of high-quality skilled talents for social and economic construction and development.Since the reform and opening up,vocational education has been developing rapidly with the high attention and strong support of the country,but there is still much room for improvement compared with developed countries.the prosperous development of vocational education cannot be achieved without the guidance and support of policies,therefore,it is of great theoretical value and practical significance to study the relevant policy texts.This article takes 272 vocational education policy texts promulgated at the national level and 86 vocational education policy texts promulgated by local governments(29 in Guangxi,30 in Henan,and 27 in Zhejiang)from 1978 to2020 as the research objects,and adopts literature analysis methods,content analysis methods and comparative analysis methods.On the basis of comprehensively drawing on the policy tool theories of Schneider,Ingram,Mac Donald and Elmore,a two-dimensional analysis framework of "policy tool-policy target" of vocational education policy is constructed.At the same time,with the help of Nvivo12 qualitative analysis software,the content of the vocational education policy promulgated at the national and local levels in our country was coded,classified and frequency counted,to find the characteristics and shortcomings of vocational education policies in our country and the actual situation of local policies in response to national policies and what are the similarities and differences among regional policies,and then,it provides reasonable and optimized suggestions for the formulation and improvement of our country’s vocational education policies.Based on the results of the analysis,several main conclusions are drawn:(1)There are overflows or deficiencies in the use of different types of policy tools;(2)The policy supply of vocational education policy themes is unbalanced;(3)The matching between policy tools and policy themes is insufficient;(4)Localities respond positively to national policies and show regional differences.Based on this,the following policy improvements are proposed:(1)Reasonably allocate of the use structure of various policy tools;(2)Pay attention to the balance of policy supply on vocational education policy themes;(3)Pay attention to the reasonable allocation of policy tools and policy themes;(4)Encourage local policy innovation and improve policy operability. |
