Research On Community Correction Of Qindong Judicial Office In Dongtai City

With the implementation of community correction law,the development of community correction system in China has ushered in a new historical node,and the legalization process has reached a new stage.As an important part of community governance,the effectiveness of community correction has a direct impact on the quality of public security in grassroots society.As the actual executive agency of community correction,the ability of implementing the community correction law needs to be explored in the process of "part-time" implementation of community correction.It is of great significance to study the problems existing in the community correction work of the judicial institute and put forward the countermeasures to improve the construction of social security and the rule of law at the grass-roots level.At present,there are relatively few researches on the implementation of community correction,but the implementation often directly affects the application effect of community correction.The implementation of community correction is an "atypical" public management process.The application of public management theory to analyze the implementation of community correction will help us to understand the community correction system more thoroughly,find out the problems existing in the implementation process and the causes of the problems,and provide case reference for the next improvement,For the application of public management in community correction work to make a theoretical supplement.Through the application of the basic theory of public management,from the decision-making,organization,leadership,obedience,incentive,reform and other management elements,this paper analyzes the key points in the process of community correction implementation,studies the community correction work of Qindong judicial office of Dongtai City,and puts forward the problems of insufficient staff,high work pressure,low professional level of employees,low professional level of the judicial office in the implementation of community correction This paper summarizes four reasons: lack of full-time institutions,low status of staff,imperfect working system and low social identity.Through the literature research on community correction at home and abroad,this paper summarizes the experience and practice of community correction implementation in developed countries such as the United Kingdom,the United States,Japan,especially in the implementation level of institutional settings,staff management,correction program design,etc.This paper compares the implementation of community correction in Qindong judicial office with the advanced experience of developed countries,and puts forward some countermeasures and suggestions to improve the community correction work of Qindong judicial office in Dongtai City,such as optimizing the institutional setting,strengthening the design of correction scheme,expanding the participation of social forces,etc.,under the premise of strictly abiding by the "community correction law".
