Research On Coordination Of Implementation Of Market-oriented Policies For Elderly Care Services In Chongqing

As China enters a period of social transformation,the government is no longer the sole provider of aged-care services.The model under the planned economy where the government was solely responsible for the construction,management and operation of aged-care institutions is no longer feasible.The transfer of social responsibility for the elderly from a single government entity to a market-based supply of multiple entities is an effective way to stimulate the vigour of the aged care services market.In 2017,the General Office of Chongqing Municipal Government promulgated the "Implementation Opinions on Fully Liberalizing the Elderly Service Market and Improving the Quality of Elderly Care Services",emphasizing "accelerating the supply-side structural reform of the elder care service industry,ensuring basic needs,prospering the elder care market,and improving the quality of elder care services".At present,Chongqing is facing the severe situation of population aging at the forefront,and the policy implementation process is faced with many challenges.The local government adjusts and changes people’s livelihood policies based on objective reality needs,and a relatively comprehensive pension security policy system has been formed during the period.This article uses literature analysis,empirical research,statistical analysis and other methods to carry out collaborative research on the implementation of Chongqing’s aged-care services market policy.The main content of the thesis consists of seven parts:The first part is the basis for topic selection and the analysis of academic dynamics.This chapter explains the background and significance of the research,summarizes the status quo of collaborative research on aged-care services policies,marketization development of aged-care services,and policy implementation at home and abroad.At the same time,it explains the research methods,ideas and innovations of this article.The second part is concept definition and theoretical support.This chapter explains the three core concepts of aged-care services,marketization of elderly care services,and policy implementation coordination,and discusses the policy coordination theory,multi-welfare theory and Horn-Mitte model adopted by the research.The third part is the analysis of policy combing and collaborative evolution.In this chapter,a total of 177 policy texts at the national and Chongqing levels are quantitatively analyzed from the policy development history,subject,type,and content areas,and the coordination of the old service marketization policy is analyzed from the macro perspective.The fourth part is an empirical investigation on the implementation of Chongqing’s elderly care service marketization policy.This chapter is based on the Horn-Mitt model,through the distribution of questionnaires to Chongqing elderly care service government staff,elderly care enterprises,and the elderly,and uses SPSS23.0 software and EXCEL to perform descriptive statistics and regression analysis to deeply analyze Chongqing elderly care.Serve the synergy effect of the elements of market-oriented policy implementation,and analyze the coordination and participation of various policy implementation entities to clarify the problems that exist.The fifth part is countermeasures and suggestions for policy optimization.This chapter is mainly based on theoretical research and empirical investigation to seek specific countermeasures to optimize the implementation of Chongqing’s elderly care service marketization policy.The sixth part is conclusions and prospects.This chapter explains the deficiencies in the research and the direction to be worked on.The research results of this article are divided into two parts: One is based on policy text analysis.From a national perspective,the number of single-departmental and joint-issued documents for the market-oriented aged-care services has shown an upward trend in each year;the top three single-departmental publications are the State Council,the Ministry of Civil Affairs,and the Health Commission;the two departments jointly issued documents in the joint departmental publications Accounted for 35.38%.From the perspective of Chongqing Municipality,the number of documents issued by a single department of the elderly care service marketization policy has shown an upward trend in each year,while the number of joint publications has shown a downward trend in each year;The distribution is more reasonable,and the ratio tends to 5:13:15.The second is based on empirical implementation of the market-oriented policies of Chongqing aged-care services.Policy implementation methods and objectives and standards,institutional characteristics and resources,institutional characteristics and implementation methods,system environment and resources,implementation personnel’s intentions and institutional characteristics,and system environment,there is a significant linear relationship in the above three groups of relationships.However,the characteristics of the organization and the environment of the system,resources,its implementation methods and the intentions of the implementers,among the above two relationships,cannot directly affect the wireless relationship.The work efficiency evaluation,financial subsidy evaluation,policy publicity evaluation,and pension service policy satisfaction of relevant government personnel have a positive impact.Among them,the degree of influence of the three is in descending order of financial subsidy,staff efficiency and policy publicity.In the research process,attempts were made from the following two directions: On the one hand,this paper verified the influence and effect of the Horn-Mitter system model on the implementation of the Chongqing municipal pension service market policy.On the other hand,it uses statistical analysis methods to explore the key factors that affect the implementation of the current market-oriented elderly service policies in Chongqing through quantitative analysis techniques such as KMO and Bartlett factors,Alpha reliability,and Spillman correlation coefficient.
