An Analysis Of The Opportunities,challenges And Countermeasures For China And Russia To Jointly Build The "ice Silk Road"

Global warming has accelerated the melting of the Arctic Ocean ice,gradually improved the availability of resources,further highlighted the value of shipping,and continuously enhanced the strategic position of the Arctic region.The changes of the cryosphere are affecting the international sea routes,military deployment and geopolitics,and the Arctic region has attracted widespread attention all over the world.This paper mainly studies the opportunities,challenges and related impacts of China and Russia’s joint construction of the "Ice Silk Road" from the aspects of climate warming,technology upgrading,Russia’s willingness to develop the Arctic,and changes in the international situation,and focuses on the Countermeasures of China’s participation in the joint construction of the "Ice Silk Road".Climate warming has increased the short-term benefits of the development of northern sea routes,technological development has expanded the prospects of economic activities in the Arctic region,the strengthening of Russia’s strategic will to develop the Arctic region has provided the possibility for China to enter the Arctic region,the change of the international situation has become a catalyst for China Russia cooperation,and China itself has the conditions and willingness to participate in the development of the Arctic region,so China and Russia have entered the Arctic region Cooperation.The above factors have an important impact on the joint construction of the "Ice Silk Road" between China and Russia,bringing multiple opportunities and challenges.This paper takes the "Ice Silk Road" as the research object,through literature analysis and case study,taking the opportunities,challenges and Countermeasures of Sino Russian joint construction of "Ice Silk Road" as the main foothold,puts forward the main influencing factors of Sino Russian joint construction of "Ice Silk Road".Global warming has brought new opportunities and challenges to the Arctic development,and technological upgrading has also had a profound impact on Sino Russian Arctic development cooperation.Moreover,through the analysis of Russia’s willingness to develop the Arctic,combined with the changes in the international situation and the conditions for China’s participation in Arctic development,this paper mainly focuses on actively responding to climate change and promoting Arctic governance and development.Then the paper puts forward suggestions on the objectives,principles and means of China’s participation in the construction of the "Ice Silk Road" from three aspects,namely,the formulation and resolution of identity issues.In order to better provide theoretical support for the joint construction of the "Ice Silk Road" between China and Russia,and provide some reference for the further promotion and policy-making of the current "Ice Silk Road".
