At present,the Arctic and its development are not only related to Arctic countries,but also to all parties involved in the development and utilization of the potential of the Arctic,including China.In recent years,Russia and China have reached a high level of understanding and cooperation in the field of mineral exploitation.In addition,they have made progressin the development of maritime navigation in the Arctic Ocean.Russia and China have formed the basis of Arctic National policy.Russia plans to develop its resource potential in the Arctic region,and China plans to develop cooperation in various fields with all parties concerned."One belt,one road" initiative,is the construction of the "Ice Silk Road".In this study,we explored the possibility of linking the initiative to the Russian Arctic development programme.The study will analyze Russia's Arctic development.The first is the unbalanced development of the Arctic support zone.The unbalanced development of the Arctic support zone is related to the resource orientation of the Arctic development.The supporting zones for oil and gas exploration are well developed,with a high level of energy and transportation infrastructure.The accessibility of the Far East support zone of Arctic transportation is low,except for the North Sea Route channel,which has no alternative communication choice.Second,the transport volume of Russian Arctic waterway.The North Sea Route is short of sufficient icebreaker transit transportation.This is also due to the resource orientation of Arctic development.The Russian fleet's ice breaking capabilities are designed to ensure the production and export of oil,gas and other resources.It is concluded that the current ice breaking capacity has the highest workload since 2000.Finally,it will put forward activities to solve Russia's Arctic development problems.In order to solve the problem of unbalanced development in the supporting region,we suggest that transport infrastructure projects be included in the overall Russian Arctic development strategy.The low transit capacity of the northern sea channel can be solved by increasing the quantity and quality of Russian icebreaker fleet.In addition,the establishment of icebreaker container fleet.In this study,it is concluded that the current level of Russian Arctic development does not allow the organization of international cargo transport.Due to the workload of the Russian icebreaker fleet,international companies are unable to develop a linear cargo transport plan.For most of the year,icebreakers are required to guide through the Arctic Ocean.In order to establish an international maritime transport corridor,it is necessary to increase the number of nuclear icebreakers and establish a modern port infrastructure on the North Sea Route.
