The Analysis Of The Co-opetition Relationship Of Arctic Countries In Arctic Governance

With the influence of global climate and environment,the Arctic has received more and more attention.Because of their geographical advantages,Arctic rim countries have become the main players in Arctic governance.In keeping with the changing times,countries around the Arctic have formulated their own Arctic policies and jointly participated in Arctic governance in order to safeguard their own interests in the region.Russia,the United States and Canada,with their strong strength,occupy a dominant position in the governance of the Arctic,while the five Nordic countries have also gained a place in the governance of the Arctic by taking advantage of their own advantages and adopting the way of balancing the diplomacy of major powers.The Arctic Council has played an important role in coordinating and interacting with the Arctic countries in their governance of the Arctic.The first part of this paper explores the main areas of competition and cooperation among the Arctic states in Arctic governance.The second part analyzes the motivation and influence of the competition and cooperation among the Arctic states in Arctic governance,and analyzes the interest demands of the countries’ active participation in Arctic governance to explain the behavior of the Arctic states.For example,at the international level,Arctic governance is faced with great power competition and geopolitical game;at the national level,it is to protect sovereignty;and at the domestic level,it is to obtain resources for its own development.The third part is to summarize and predict the future trend of Arctic governance by Arctic circumpolar countries through the foregoing discussion.The paper also makes a detailed study of the major international mechanisms for Arctic governance,summarizes the status quo and governance characteristics of Arctic governance mechanisms in Arctic circumpolar countries,and analyzes the achievements and shortcomings of Arctic governance in Arctic circumpolar countries.The successful places of Arctic governance promote the cooperation among Arctic countries in Arctic governance,while the irreconcilable affairs of the existing mechanisms will constitute governance conflicts.
