With the development of information technology and the construction of smart communities,surveillance video has been incorporated into the residential community construction plan.The legislative management,so as to achieve a balance between pursuing public interests and protecting personal interests.From the perspective of administrative efficiency and administrative burden,it is difficult for modern administration to respond to the various needs of social development,which requires the introduction of third parties to participate in administrative actions.Community surveillance video also requires public participation by multiple subjects to improve the satisfaction and acceptability of community construction.This article starts from the problems of surveillance video in residential quarters,and combines the administrative peculiarities in the governance process of the community and the transformation of police functions to analyze the legitimacy of the police agency’s intervention in surveillance video governance in the community.At the same time,it draws on the development experience of the diversity of police administrative subjects and the privatization of administrative behaviors,in order to make normative suggestions on the governance of community surveillance video in the context of comprehensive management of big data.This article has five parts including the introduction.The introduction introduces the current situation and existing problems of community surveillance video construction and academic research viewpoints on the current situation,and discovers the research objects of the article and the practical problems that need to be solved.By reviewing related theories,we can find the starting point of this article.The second part is the problems and causes of community surveillance video.Through disputes in the real society,it introduces the main problems of community surveillance video in property management,installation
