Abstract/Summary:
In recent years,smart cities have become a strategic choice to promote urbanization,improve the quality of public services,develop the digital economy,and enhance the ability of urban sustainable development.Since 2021,the national and local development plans for the "Fourteenth Five Year Plan" period have been issued successively,and each city has taken the construction of smart cities as the main direction of future development.In response to the call of national policies,local governments have actively formulated many relevant policies to promote the development of smart cities.Smart city policies are an important support for smart city construction.Studying the overall situation of their policies is of great significance for promoting the construction and development of smart cities in China.This paper takes smart city policy as the research object.Through the 2021 Smart City Development Level Survey and Evaluation Report,six representative cities at different levels are selected based on the comprehensive development level and regional factors of smart cities,namely Hangzhou and Shenzhen among the leading cities,Tianjin and Chongqing among the pioneer cities,and Shenyang and Shijiazhuang among the cities are explored.First,we collected and screened relevant smart city policies issued during 2012-2021,and finally obtained 173 smart city policy samples.Secondly,the research on the attributes of smart city policy,including the analysis of the time of sending,the subject of sending,and the type of text,has established a clear understanding of the smart city policy as a whole.Thirdly,as for the content of smart city policy,this paper uses content analysis method to analyze the content of policy text.With the help of NVivo12 plus software,which is applicable to grounded theory,it conducts a two-dimensional framework analysis of policy tools and policy objectives.Through analyzing,judging and coding the smart city policy text one by one,628 coding units are finally formed.Finally,according to the results of quantitative analysis,we will study the tendency and characteristics of the three levels of urban governments in the smart city policy formulation,and explore the main shortcomings of the three levels of urban smart city policy system.Through the quantitative analysis of smart city policies in six typical cities,it is found that: in the smart city policy system of three levels of cities,the main body of policy formulation is single,focusing on the independent issuing form;There are more policy documents with strong guidance of "notice" and "opinion",but fewer regulatory policy documents with strong maneuverability and compelling impetus;Supply based policy tools are overused,while demand based and environmental policy tools are underused;The formulation of policy objectives is more focused on the construction of information infrastructure,and the formulation of smart city development plan is unreasonable.Based on the research results,this paper puts forward the following four policy recommendations: First,optimize the development planning of smart cities according to local conditions;Second,strengthen the formulation of regulatory policy documents;Third,strengthen the overall coordination of government departments;Fourth,improve the application structure of policy tools.
