Research On The Influence Of Government Resources On Government We Chat Service Capability From The Perspective Of Intergovernmental Competition

In recent years,with the rapid development of information and communication technology,the continuous improvement of national Internet infrastructure and the widespread popularity of smart phones,more and more government agencies use the network to ask for government affairs,actively use government WeChat to provide government services for the public,and constantly improve the national governance ability.Government WeChat has the functions of government information release,online business processing and interaction between the government and the people.The construction and development of its service capacity are highly valued by governments at all levels,and a number of policy documents and assessment standards have been issued successively to guide and regulate the sustainable development of government WeChat and the performance assessment of administrative personnel,It promotes local government departments to compete for all kinds of high-quality resources in order to promote the improvement of government WeChat service ability,so as to obtain higher performance and more political promotion opportunities.However,at present,the development level of government affairs WeChat of prefecture level municipal governments is not balanced,which eventually leads to great differences in government affairs WeChat service ability of local governments.Academic circles have also carried out research on this,focusing on the analysis of the service quality of government WeChat and the influencing factors of adoption behavior from the public perspective,less on the influencing factors of government WeChat service ability from the perspective of government resources,and less on the regulatory role of intergovernmental competition between government resources and government WeChat service ability.Therefore,from the perspective of resource-based theory,this paper makes an indepth discussion on the influencing factors of government WeChat service ability of prefecture level cities in China by using empirical methods,trying to analyze the reasons for the differences in government WeChat service ability of different local governments.Then,based on the innovation diffusion theory and intergovernmental competition theory,this paper explores the regulatory effect of intergovernmental competition on government resources and government WeChat service ability,selects the panel data of 276 prefecture level cities in China from 2017 to 2019 to build the database,and uses stata15.0 to conduct statistical analysis and robustness test on the data.After the analysis,it is found that,firstly,leaders’ attention,financial resources and Internet infrastructure are the direct factors that affect government WeChat service ability;secondly,intergovernmental competition significantly positively moderates the relationship between leaders’ attention,financial resources and government WeChat service ability.Finally,according to the above empirical analysis results,to further promote the construction and improvement of government WeChat service ability,we provide targeted suggestions: first,to improve the leadership’s attention and accurately position government WeChat;second,to increase financial investment and explore revenue feedback of government WeChat platform;third,to improve Internet infrastructure and provide a good environment for government WeChat;third,to improve government WeChat service ability;Fourth,we should strengthen exchanges and transform the pressure of intergovernmental competition into the driving force to improve the ability of government WeChat service,so as to help the balanced development of the ability of government WeChat service of local governments in China.
