A Case Study Of The Zigong Lingxi Volunteers Federation’s Collaborative Participation In Targeted Poverty Alleviation

General Secretary Xi Jinping,on February 25,2021,solemnly declared: "We have accomplished the arduous task of eliminating absolute poverty through the joint efforts of the whole Party and all Chinese people,creating another remarkable miracle in the world!" Targeted poverty alleviation is one of the important commitments made by the Communist Party of China to Chinese people and China advocates multiple subjects participation and innovative poverty alleviation,and accelerates the transformation of the ruling modes of local government authorities to achieve the goal of building a moderately prosperous society in an all-round way and establishing a long-term "Blood-making type" mechanism to prevent poverty return,which is of great significance to the poor community.Volunteer organizations,a new force for poverty alleviation with flexibility and professionalism,have unique organizational structure and resource strengths,which can take over and extend governmental public service functions effectively and promote together with other subjects to reduce poverty.This study,based on this background,uses multi center governance theory and collaborative governance theory,together with literature analysis method,case interview method,participation observation method,case analysis method and other methods to have obtained first-hand information,which lays a foundation for studying,sorting and summarizing the case of "Volunteers to participate in the promotion of ambition" Project in Xinfang village,during the process,on-the-spot interviews have also been made with the person in charge of Zigong Lingxi Volunteers Association,the person in charge of the "Volunteers to participate in the promotion of ambition" Project,relevant personnel of Zigong Municipal Civil Affairs Bureau,relevant personnel of Heshi Township Government,Party Branch Secretary of Xinfang Village,First Secretary of Xinfang Village and personnel of supported enterprises along with poor families.Secondly,based on the implementation of poverty alleviation,the study focuses on the detailed descriptions of the whole process,existing challenges,specific practices,typicality of the case and other aspects.Thirdly,from 3 perspectives of multi subject system,collaborative participation mechanism and supervision and evaluation mechanism,this paper makes an in-depth analysis on the targeted poverty alleviation under the collaborative participation of Lingxi Volunteers Association:(1)This paper expounds the role orientation,goals and principles of multi subjects in poverty alleviation,as well as the work pattern and the poverty alleviation community with shared responsibilities based on the system;(2)This paper explores the practical contents of the coordination and aggregation mechanism,the self-improvement and talents support mechanism in detail,as well as the aggregation,organization and mobilization functions of the mechanism;(3)This paper discusses the practical content of the supervision and evaluation mechanism,and the roles of the mechanism in promoting cooperation and effectiveness.Finally,this paper concludes the experience and enlightenment which are as follows: the construction of multiple poverty alleviation subjects is an important premise to implement poverty alleviation responsibilities,the collaborative participation mechanism is an important way to coordinate and encourage all subjects to participate in poverty alleviation,and the supervision and evaluation mechanism is an important means to promote the participation of all subjects in poverty alleviation,which clarify the value of the case study on the targeted poverty alleviation under the collaborative participation of Lingxi Volunteers Association.This provides practical experience for volunteer associations in other economically underdeveloped areas to participate in poverty alleviation and establish a long-term "Blood-making type" mechanism to prevent poverty return.According to the study,introducing multiple subjects to participate in poverty alleviation under the collaborative participation of Lingxi Volunteers Association is essential to achieve satisfactory results.Also,during implementation,this study,through the establishment of collaborative participation mechanism,supervision and evaluation mechanism,achieves the targeted management for the operation process of poverty alleviation projects,gives full play to the role of poverty alleviation projects and gradually enhances the initiative of "Self-help" for poor families,reaching the shared goal of "Blood-making type" poverty alleviation.
