Research On The Collaborative Supervision Path Of Food Safety In C County Of Guizhou Province

Food safety is a major issue related to people ’s health and even life safety.It is the foundation of people ’s livelihood and society.In 2014,C County of Guizhou Province integrated the functions of the three bureaus of the former Bureau of Industry and Commerce,the Bureau of Quality Supervision and the Food and Drug Administration,and established the Market Supervision and Administration Bureau.The food safety supervision system of C County was gradually established,but there were certain regulatory drawbacks under one-way supervision.The lack of market self-management ability,high dependence on social subjects,low participation,and difficulty in achieving a unified and effective governance state.In view of this,it is urgent to build a collaborative supervision path of ’ government + associated multi-agent ’ to promote the formation of social co-governance of food safety in C County.In the context of the current institutional reform in China,food safety collaborative supervision has become the general trend.Therefore,based on this background,combined with the theory of collaborative governance,this paper analyzes the collaborative supervision of food safety in C County from the perspective of multiple subjects,and puts forward effective optimization suggestions.First of all,starting from the concept definition of food safety and food safety collaborative supervision path,on the basis of collaborative governance theory,the theoretical analysis framework of food safety collaborative supervision is constructed.Secondly,it analyzes the current situation and problems of the collaborative supervision path of food safety in C County,and analyzes the causes of the existing problems from the mechanism level,interest level and power level.Finally,drawing on the advanced experience of domestic and foreign government food safety collaborative supervision,from the three directions of mechanism coordination path,interest coordination path and power coordination path,the food safety collaborative supervision path of C County is improved,and the level of food safety collaborative supervision in C County is further improved.
