Research On Rural Environmental Sanitation Management Under The Background Of Rural Revitalization Strategy

Nowadays,rural areas of China is in the vital period of historical development.In this period,increasingly serious environmental sanitation problems have become the shortages of rural areas.And insistently promoting environmental sanitation management is one of the core works for governments at all levels,however,limited by historical tradition,governance mechanism and objective conditions and other factors,more than at the present stage of rural environmental health management work process is slow and difficult to effectively consolidate the existing achievements,this to some extent,is not conducive to quickly implement "village neatly","ecological livable" beautiful country,at the same time,it will seriously affect the health of the residents in the rural and happiness of life.In this context,this article takes the rural environmental sanitation governance as the research theme.Through questionnaire surveys of rural residents in Henan Province and in-depth interviews with village cadres and staff,this article discusses and analyzes the current problems and problems in rural environmental sanitation governance.The reason is to seek a long-term mechanism suitable for my country’s rural environmental sanitation governance.In further researching,this article takes rural revitalization strategy as macro background by firstly learning and summarizing policy documents,laws and regulations and existed research documents related to rural environmental health management since the foundation of the People’s Republic of China through the literature research.At the same time,grasping the major direction and refining the current achievements that have been accomplished by rural environmental health management.Then,with questionnaire method,taking Henan Province which focuses on agricultural development as the major respondent,and developing a questionnaire survey on the intention of main parts of rural environmental management,infrastructure and satisfaction with the work surrounded about villagers’ daily environmental health performance.The research including 584 questionnaires ultimately can be used,which600 copies were distributed and the effective utilization rate is up to 97.3%.Subsequently,through material statistics and analysis to valid covered samples,this article states that the following problems exist in the current rural environmental health management process.First,The villagers’ behavior is out of order.Second,it is difficult for grassroots unit to develop the work.Third,infrastructure is fragile.Last,incomplete management as the same as the difficulty of reinforcing accomplishments affects negatively.This article has deeply analyzed the reasons relatively on major parts of management,conditions and mechanisms of security,which mainly described responsible uncertainty among major parts,weak protection consciousness,a gap in management funds,defective governance mechanism and so on.According to the situations above,this article borrowed the experience and enlightenment of domestic and foreign environmental sanitation management in rural areas,for instance,Zhejiang province,Sichuan province,and Japan and South Korea which are simply similar to the situations of China’s rural areas.Starting from the three dimensions of cognition,standardization,and regulation,it puts forward countermeasures and suggestions in three aspects: building a diverse and synergistic governance pattern,strengthening external environmental support,and improving governance mechanisms.It enriches the theoretical researches of environmental sanitation management work in rural areas,and also provides a meaningful reference of realization of beautiful countryside and beautiful China at the same time.
