A Case Study On The Process Reengineering Of Administrative Examination And Approval In Xinjin District

Administrative examination and approval is the main way of national governance that enables the state to provide effective control over the development of political economy and other aspects,and the reengineering of this process mainly refers to the adjustment of the contents of administrative examination and approval according to the development of the times to meet the actual needs of the masses.In the 18th National Congress of the Party,it was pointed out that the process reengineering of administrative examination and approval has a positive effect on the decentralization of government and can improve the level of government work.At the same time,it is pointed out that the transformation of government functions promotes the improvement of government credibility and execution efficiency.It can be seen that the reengineering of the administrative examination and approval process is the key to transform the government function,improve the administrative efficiency,enhance the credibility of the government,and promote the social harmony and co-governance.It is an important measure to regulate the relationship between the government and the market,government and society.Since 2015,Xinjin,as a pilot of relatively centralized licensing rights,has taken the initiative to promote the work of decentralization on this basis to ensure the further improvement of market vitality.The actual operation mode has been widely supported by the masses of society and has achieved good results.In December 2015,Li Keqiang,a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council,gave important instructions on the pilot work of this new type of relatively centralized administrative licensing: not only to sum up experience,but also to give incentives where practices are in place and done well.The county level government is the grass-roots cell of the country to develop the social economy,is the grass-roots foundation to promote the social governance,realizes the government function transformation,the most basic is guarantees the national social foundation stability.Carrying out the reengineering of the administrative examination and approval process at the county level will enhance the efficiency of local administration,improve the social management and social service functions of the government,and meet the needs of the public.It is very important to enhance the people’s political and value identity to the party and state decision-making.From the perspective of empirical research,this paper makes a systematic analysis of the ideas,key points,typical practices and effects of new public management,new public service and process reengineering,explores the problems of local government administrative approval process reengineering,and explores a new way for the theoretical research of administrative approval reform in China.In view of the fact that the national administrative examination and approval reform has entered a critical stage and all parts of the country are exploring to varying degrees,this paper will sum up the problems encountered in the process of summing up experience.
