A Study On The Reform Of Relatively Centralized Administrative License Power

The general secretary pointed out in his report to the 20th National Congress of the Communist Party of China that "transform government functions,optimize the government responsibility system and organizational structure,promote the legalization of institutions,functions,powers,procedures and responsibilities,and improve administrative efficiency and credibility." The 19th CPC National Congress and the Third Plenary Session of the 19th CPC Central Committee put forward clear requirements on building a service-oriented government that the people are satisfied with,promoting the reform of "delegating power,regulating and serving",and deepening the reform of the administrative examination and approval system.In terms of deepening the reform of Party and government institutions,the CPC Central Committee put forward requirements on further streamlining administration,delegating power,and improving the way of providing services.At the same time,it puts forward new and higher requirements for local governments in the new era to update their governing philosophy,change their reform ideas and improve their implementation measures.The administrative permission has a very close relationship with the economy and society in the administrative power operation system.The reform of the administrative permission operation system plays the role of "leading chess" and "leading gun" in the process of further promoting the reform of "delegating control and serving",and is an important foundation for comprehensively deepening the reform and transforming government functions.It is also a beneficial attempt for government departments to explore ways to adapt to economic and social development.In August 2018,Shandong Provincial Legislative Affairs Office issued the Opinions on Promoting the Reform of Relatively Centralized Administrative Approval Power and Establishing Municipal and County Administrative Examination and Approval Service Bureaus,completing the establishment of municipal,county(city,district)and municipal development zones at or above the provincial level,promoting the reform of relatively centralized administrative approval power,integrating and optimizing administrative examination and approval service organs and responsibilities.Innovate the way of administrative examination and approval,improve the quality and efficiency of administrative examination and approval,and realize "one seal of approval".This paper takes the specific reform measures in the relatively centralized administrative license power reform of S City in Shandong Province as the research object.On the basis of researching and sorting out relevant literature and policy documents,this paper studies the current round of the relatively centralized administrative license power reform of S City by using new public service theory,whole government theory,process reengineering theory and other theories.Firstly,this paper summarizes the current research situation at home and abroad,explains the basic concepts of government service center,administrative examination and approval bureau,relatively centralized administrative permission power reform and so on,and expounds the new public service theory,the whole government theory and the government process reengineering theory.Secondly,through the comparative analysis of the two stages of the government affairs service center and the Administrative examination and approval Bureau,and the collection of relevant policy documents,the reform practice and achievements of the relatively centralized administrative permission power in S City were sorted out.At the same time,through the collation and analysis of documents and materials of relevant departments,the resistance factors of the government’s internal reform were analyzed by means of participatory survey and questionnaire distribution,and it was concluded that there were obvious weaknesses in the top-level design,connectivity channels,policy implementation,examination and approval team construction,window setting,data sharing and other aspects during the implementation of the relatively centralized administrative permission reform in S City.Finally,problem-oriented,the paper actively explores ways to improve the effect of reform,and puts forward optimization suggestions from four aspects:perfecting top-level design,changing ideas,improving supporting measures and strengthening technical support,in order to further promote the reform of relatively centralized administrative licensing power.
