| Since entering the new century,various regions have actively implemented and responded to the national reform deployment of accelerating the transformation of government functions and building a modern service-oriented government.They have built government service centers one after another,and through physical centralized office space,they have to some extent solved the problem of enterprises and the masses seeking and running back and forth.With the in-depth development of reform,the marginal utility of the reform of the government service center model is gradually diminishing,and more and more places are implementing the reform of relatively centralized administrative licensing.Starting from the source of administrative approval and government service functions,through the establishment of the administrative approval bureau in terms of system and mechanism,the deep level process reengineering of administrative approval has achieved greater reform results.In December 2018,in accordance with the unified deployment of the relatively centralized administrative licensing reform in the province,L City established the Administrative Approval Bureau on the basis of the original government service center management office,integrating and transferring 206 municipal administrative licenses and related matters from 25 departments in the fields of market access,investment and construction,achieving relative concentration of administrative approval powers,and changing the previous situation where each department was "acting independently and fighting independently",To a large extent,it has eliminated departmental obstacles and reduced communication costs,creating favorable conditions for the process reengineering of administrative approval matters.The Administrative Approval Bureau of L City fully utilizes its own advantages,focuses on improving the sense of gain and satisfaction of the enterprise public,actively carries out business process reengineering such as acceptance of approval items,notification of commitments,parallel processing,and integrated services,vigorously promotes reform pilot projects such as "one window acceptance","one chain processing","one network access","one industry,one certificate",and "one time processing",and continuously improves the quality and efficiency of administrative approval,Positive results have been achieved.However,as the reform deepens,there are some problems that constrain the effectiveness of the reform and urgently need to be effectively addressed.From the perspective of process reengineering theory,this study takes the Administrative Examination and Approval Bureau of L City as the main body of research.While summarizing its development process,work status and achievements,it combs out the existing problems such as inadequate transfer and acceptance of matters,poor connection between audit and management,weak public experience,and imperfect online services,and analyzes the reasons,and puts forward relevant countermeasures and suggestions for optimizing the administrative examination and approval process: further strengthen the top-level design,Improve laws,regulations,standards and coordination mechanisms;Further strengthen the concept of the masses,establish a professional service team,build modern service facilities,unify standardized work standards,and improve the humanized service model;Further improve the system and mechanism of audit and management linkage,clarify the responsibility boundary of approval and supervision,facilitate the data sharing of audit and management information,and increase the coordination between the approval department and the supervision department;Further improve the integrated government service platform,optimize the service application system,build a user exclusive service center,integrate online and offline development,strengthen system interconnection and data sharing,and strengthen security.It is hoped that the above suggestions can provide beneficial assistance for further optimizing the administrative approval process reengineering. |
