The Research Of The Administrative Examination And Approval Process Reengineering Of Shanghai Port Operation License

For a long time,in the context of continuously promoting the reform of administrative examination and approval system,in order to reduce administrative costs,improve the efficiency of government departments and comprehensively build a service-oriented government satisfying the public,the theory of process reengineering has been gradually introduced into the government because of its value concept of "government-centered" to "public demand-centered".In the reform of administrative examination and approval,good results have been achieved.As an important infrastructure of cities and surrounding areas,ports are the hub of global resource allocation and the engine of regional economic growth.They have a decisive impact on economic development and social progress.As one of the top ten port cities in China,Shanghai has a large number of port management enterprises.Regulations stipulate that in order to engage in port operation,the port operation license must be obtained according to the application.Although the relevant laws and regulations and management guidelines for port operation license have been amended many times,and the corresponding administrative approval process has been optimized many times,the current administrative approval process for port operation license in Shanghai still has some problems,such as long approval time,low approval efficiency and poor coordination of departments,which give the city port.The port management enterprises have brought inconvenience,greatly affected the normal operation of port enterprises in Shanghai and hindered the development of port shipping industry.Therefore,it is imperative to reengineer the administrative approval process of Shanghai port operation license.In this paper,the administrative review and approval process of Shanghai port operation permit is used as the research object,and research methods such as literature research,systematic analysis,and direct observation are used.The business process reengineering theory and government process reengineering theory in the process reengineering theory are used as the theoretical basis.The current situation of the administrative approval process of Shanghai port operating permits is studied and analyzed,and the current problems of the administrative approval process of Shanghai port operating permits are objectively pointed out in terms of customers,management,efficiency and costs.The four aspects of the system analyze the reasons for the problem.Then,based on the results of the process reengineering theory and the analysis of the status quo,the reengineering process of the administrative approval process for Shanghai port operation permits was redesigned to clarify customer needs,reengineering goals,reengineering principles,and reengineering ideas in the reengineering of the approval process.Finally,according to the causes of the problem,the author proposes countermeasures for reengineering in four aspects:concept reengineering,system reengineering,mechanism reengineering,and system reengineering,in order to promote the standardization and efficiency of the administrative review and approval process of Shanghai port operation permits,improve the review and approval efficiency,and shorten the review and approval period.To serve the port’s port operating enterprises well,to drive local economic development.
