In order to maintain the safety and stability of the capital,Beijing,out of the realistic needs of Beijing to respond to complex emergencies,it is proposed to establish an assessment study on the on-site emergency coordination and linkage capabilities of the Beijing and district governments.First of all,through the basic theory of emergency linkage and related data collection,combined with the actual situation of on-site emergency coordination and linkage of the municipal and district governments in Beijing,focusing on the new changes in the current Beijing emergency management system and the necessity and principles of emergency management coordination and linkage.,The construction of the mechanism and the actual effect;make full use of the SHEL model to analyze the problems and causes of the on-site emergency coordination and linkage mechanism of the Beijing and district governments from the four perspectives of human,software,hardware and environment;secondly,Based on the principles of objectivity,systemicity,independence,qualitative quantification,etc.,the on-site emergency coordination and linkage capability index system was constructed from the perspective of the municipal and district governments;the structural equation method was used to verify the interrelationship of the indicators of the index system Analyze and combine factor analysis methods to analyze city-level qualitative indicators,city-level quantitative indicators,district-level qualitative indicators,and district-level quantitative indicators to find out the main load coefficients of the public factors of the comprehensive indicators and the score coefficients of the main factors.In order to construct a mathematical model of comprehensive evaluation,score and compare the on-site emergency coordination and linkage capabilities of the Beijing and district governments;finally,put forward the countermeasures for the construction of on-site emergency coordination and linkage capabilities of the Beijing and district governments,that is,focus on emergencies.The primacy of on-site command and disposal of incidents,the overall improvement of information circulation,the effectiveness of comprehensive guarantees,the stability of tasks in the solid prevention and preparation phase,and the scientific evaluation of the unity of the development of the emergency coordination and linkage mechanism. |
