Restrictive Factors And Countermeasures Of Land Resources Enforcement At County Level Research

China is a large agricultural country with 1.826 billion mu of cultivated land,but there are related problems of low quality land and serious shortage of cultivated land per capita.According to statistics,the per capita cultivated land in China is 1.39 mu,which is less than 40% of the per capita cultivated area of the world.At the same time,due to the impact of ecological returning farmland,disaster damage,building occupation and adjustment of agricultural structure,the annual arable land area in China is continuously lost.Land law enforcement monitoring is a very important means and tool in the process of maintaining land management and land market order.At present,China’s urbanization process continues to deepen,the basic national conditions between many people and land have severely restricted the development of the economy.This phenomenon has caused the land law enforcement supervision to fall into the dilemma that “discovery is difficult,investigation is difficult,and law enforcement is difficult”.How to crack this situation becomes very important.In the development process of Y County in Sichuan Province,The phenomenon of illegal land use is becoming more and more prominent,and some problems have been exposed in the actual land enforcement.At present,we must find out the reasons as soon as possible and formulate corresponding countermeasures.Through literature analysis,investigation,research,and case analysis,the author has compiled the domestic and foreign literatures,obtained the relevant data and data of Sichuan Y County through field investigation,and implemented the situation of law enforcement team,work procedures,and law enforcement supervision functions.In this paper,the status of land law enforcement in Y County of Sichuan Province was analyzed,and the problems existing in the current enforcement supervision work of land law were found.From the perspective of public management,the author uses the Edward’s Policy Implementation Model to conduct an in-depth analysis of the constraints and reasons for the enforcement of land resources in County Y,and analyze the four main factors based on the model(communication and communication,policy resources,policy executors’ preferences),Bureaucratic organization structure)has done further research and discussion,and supplementary analysis of the impact of environmental factors not involved in the model.In order to solve the related problems of land resources law enforcement in Y County,remove the restrictive factors and improve the efficiency of law enforcement,the author puts forward some suggestions: First,strengthen the construction of law enforcement teams,broaden the channels for recruiting law enforcement personnel,establish an evaluation mechanism for law enforcement teams,and strengthen the construction of law enforcement supervision teams.Second,implement comprehensive monitoring of land illegal behaviors and use high-tech methods.Monitor illegal land use behavior,establish reward and punishment mechanisms,and broaden the channels for reporting illegal cases;thirdly,we should promote law enforcement reform,stimulate internal mobilization of law enforcement,break the shackles of dual management to realize a new vertical management mechanism,and maintain the independence of land law enforcement supervision.And we can establish a provincial land supervision system,further revise the legislation on land law enforcement and supervision;Fourth,we can also increase publicity efforts,do a good job in public opinion,coordinate with relevant units,jointly develop educational publicity programs,and strengthen publicity and education on the suburban and national system teams in Y County.We may also carry out a comprehensive and multi-channel propaganda model,and hope that the methods above will contribute to the smooth development of land resources law enforcement in Y County of Sichuan Province in the future.
