The Research On Influence Factors Of The Implementation Of Land Administrative Law Enforcement In Wencheng County,Wenzhou City

Executive power is the key factor to measure the administrative efficiency and ability of government departments.In modem society,for certain organizations and units,members of organizatiorns must have a firm sense and concept of implementation to lay the foundation for the realization of internal business development goals.Land department plays an important role in land resource management,pIlanning and supendsicm,and is the main body of land law enforcement and superrvision.The executive power of the land department and its subordinate departments isdrirectly related to the efficiency of the optimal allocation of land resources in the regi,on,and is the key factor affecting the utilization rate of land resources in the region Land departrnents must protect state-owned land resolurces in strict accordance with their development responsibilities and lay a foundation for regional socio-economic development.In recent years,illegal land use in vari otus regions has been prohibitedlrepeatedly.Improving the executive power of land law enforcement strengthening the management function and land supervsion function of land department are important ways to protect land resources and maintain land management and utilization.Based on this,on the premise of comprehensive analysis of land adrnnistrative law enforcement theory,land resources optimal allocation theory and senrice-oriented government theory,combined with the actual situation of Wencheng County Natural Resources and Planning Bureau this paper assumes the influencing factors related to the execution of land law enforcement of the Bureau,and carries out further detailed adjustment.Check and analyze.On the basis of field investigatiom,this paper concentrates on five factors:exeouLtion subject,execution resources,execution system,execution supervision and execution environment.Baseti on the actual situation of Wencheng Natural Resorurces and Planning Bureau,it objectively and truthfully analyses the execution ability of administrative law enforcement,and from the quality of law enforcement personnel and execution policy.This paper analyses the problems existing in the execution of land law euforcement from the aspects of supervision mechanism,exection culture and law enforcement mangement system,and then,according to the current situation aod existing problems of land law enforcement,perfects the cultural construction,external guarantee,system guarantee,supervision system and co-management system of the execution of land law enforcement.Effectively enhance the effctiveness of land law enforcement and achieve the deveopment goal of reasonable protection of land resources.
