Research On Administrative Environment Of The Convention And Exhibition Industry Development In Tianjin

With the increasingly obvious trend of global economic development and integration,the convention and exhibition industry has developed into an emerging modern service trade industry with its strong industrial driving effect and industrial agglomeration effect,which is one of the important measurement standards of the comprehensive development level of the region,and is favored and supported by local governments.After many years of development,Tianjin’s convention and exhibition industry has also formed a certain scale,It is becoming more and more perfect in brand cultivation,venue construction,personnel training and other aspects,which are inseparable from the government’s active play of its functions.Under the background of the country’s efforts to deepen the reform of "release,management,service" and optimize the business environment,the administrative environment,as a major element of the business environment,is not only an important yardstick to measure the level of regional governance and even the degree of social progress,but also an essential condition for the development of exhibition industry.The Director of the Department of Trade in Services and Commercial Services of the Ministry of Commerce stated that the convention and exhibition industry plays a very important leading role in promoting supply-side structural reforms,and it is necessary to continue to promote the " release,management,and service" reform of the convention and exhibition industry.Local governments have also actively responded to the call of the state,carried out in-depth reforms of " release,management and service" in the convention and exhibition industry,optimized the administrative environment,and introduced various management measures and methods to encourage and support the development of the convention and exhibition industry,and made certain progress.From the coupling development of Tianjin’s administrative environment and exhibition industry in recent years,we can see that there is still a large room for improvement in the construction of administrative environment for the development of Tianjin’s convention and exhibition industry.Therefore,intensively study the administrative environment optimization path for the development of Tianjin’s convention and exhibition industry has a great practical significance to promote the rapid and healthy development of Tianjin’s convention and exhibition industry.This dissertation studies the administrative environment for the development of the convention and exhibition industry in Tianjin from the perspective of combining theory and practice.In the theoretical derivation part,the dissertation summarizes and comments on the domestic and foreign related literature of the exhibition industry,administrative environment,the relationship between the convention and exhibition industry and government.On this basis,it combs the concepts of exhibition industry and administrative environment,and discusses the feasibility of the theory of administrative ecology guiding the optimization of administrative environment of the convention and exhibition industry.In the empirical research part,on one hand,through the establishment of evaluation index system,using the coupling degree and coupling coordination degree model to measure the coupling and coordination circumstance between the convention and exhibition industry and administrative environment in Tianjin.On the other hand,we conducted a questionnaire survey on the convention and exhibition enterprises in Tianjin and interviewed the exhibition industry associations.Based on the survey and research results,an in-depth analysis of the government environment for the development of Tianjin’s convention and exhibition industry was carried out.The results show that the coupling degree between the convention and exhibition industry and tadministrative environment is low,and the development level of administrative environment lags behind the development level of the convention and exhibition industry.We found that the main problems existing in the administrative environment of Tianjin’s convention and exhibition industry are as follows : the development layout of the convention and exhibition industry lacks top-level design,the reform of convention and exhibition administrative approval needs to be deepened,the disclosure of convention and exhibition government affairs information is not comprehensive,the link between convention and exhibition development policies is not well connected,and the awareness of government service needs to be strengthened.Combined with the theory of administrative ecology,the reasons for the problem are analyzed in depth from five levels: economic elements,political elements,social elements,communication elements,and symbol elements,and then it is proposed to optimize the economic system by creating a stable and orderly market environment for the exhibition industry;to reform the political system by reconstructing government responsibilities in the process of responding to the market;promoting the function construction of the exhibition industry association to improve the social system,building an effective political and business communication network to smooth the communication system,creating a good government culture atmosphere to transform the symbol system and a series of optimization paths.Based on the macro background of "deregulation,management and service" reform and optimization of business environment,this dissertation studies the optimization of government environment as an important breakthrough to promote the development of the exhibition industry,which is the expansion and improvement of the research content from a new perspective.In addition,this dissertation constructs an evaluation index system for the exhibition industry and government affairs environment,uses the coupling degree and coupling coordination degree model to measure and analyze the coupling and coordination status of the exhibition industry and government affairs environment in Tianjin,and proposes a path to optimize the government affairs environment of the exhibition industry.To a certain extent,it is helpful for the expansion of research in this field.At the same time,it also hopes to provide theoretical reference for promoting the sustainable development of exhibition industry and the improvement of government environment in Tianjin.
