Research On Government Functions In The Development Of China’s Convention And Exhibition

The convention and exhibition industry is an important part of the modern service industry and is valued by various countries and local governments around the world.In recent years,China’s convention and exhibition industry has been rapidly developed under the strong promotion of the government.Through the investment in hardware facilities of the exhibition industry,the promotion of policy measures,and the holding of various large and small exhibitions,the city’s economic pull,social development,The influence of cities and the advancement of cities are significant and far-reaching.The Chinese government attaches great importance to the development of the convention and exhibition industry.According to the State Council’s "Opinions on Further Promoting the Reform and Development of the Exhibition Industry",it has successively issued regulations and policies on the promotion,management and development of special funds and other exhibitions.However,how to let the government better guide the development of the convention and exhibition industry,return the exhibition industry to the market,how to let the government support rather than control,guide rather than command,how to let the government play a scientific and reasonable function in the complicated domestic and international economic situation.In order to realize the goal of China’s "convention of large countries to transform into a convention and exhibition power",it has become a new problem and new topic facing the development of China’s convention and exhibition industry.It is also the main background for the author to choose to study the government functions in the development of the convention and exhibition industry.This thesis mainly analyzes the status quo of the government’s function in the development of China’s convention and exhibition industry,sorts out the problems existing in the government’s functioning and analysis of government factors,and combines the successful experience of domestic and foreign governments in the development of convention and exhibition industry,proposes corresponding countermeasures and suggestions,and promotes the exhibition industry in a healthy and sustainable development.The thesis consists of seven parts:the first part,introduction,describes the background and significance of the topic,research ideas and methods,innovation and shortcomings;the second part,introduces the concept of the exhibition industry and the basic theory of government functions,the exhibition industry plays the main role of the government in the economic functions which the paper discusses.The third part,analyzes the current situation of the government’s functions in the development of China’s exhibition industry from the three aspects of macro-control,provision of public goods and services,and market supervision;the fourth part,the existing problems of the government’s functions in the development of exhibition industry,are mainly the macro-control functions to be optimized,the provision of public goods and services to be improved,and the market supervision functions to be further improved The fifth part,analyzes the factors of the government’s function problems in the development of exhibition industry from two aspects: the government’s leading restriction and the government’s management defects;the sixth part,the models of developing exhibition industry in Germany,Singapore,France,Australia and the United States of America and the successful experience of Nanjing municipal government in the development of exhibition industry;the seventh part,from the three aspects of optimizing macro-control,strengthening public products and services,and improving supervision,this thesis puts forward suggestions to improve the function of the government in the development of the exhibition industry.
