Research On Inter-regional Collaborative Governance Of Trans-regional Watershed Environment

With the development of social economy,the inter-administrative areas of public governance are increasing,among which the more practical it is problem of environmental management of river basins across administrative regions.Cross-regional watershed environmental governance issues are public,external.Due to the characteristics of partiality and integrity,the local governments in the river basin are unable to solve the problem of integrated ecological environment governance problem,this requires the local governments in the river basin to work together to establish a good inter-governmental collaborative governance of the river basin environment in order to provide institutional guarantee for the governance of inter-regional watershed environment.The thesis takes the coordinated governance of local governments in the Minjiang river basin of Fujian province as an example,and focus on cross-regional watershed in the inter-government collaborative governance of the environment,there are differences in local government goals,lack of rigidity,and there is no regular monitoring mechanisms,information linkage and sharing mechanisms are not perfect,and environmental governance funds in the river basin are not guaranteed.The local governments in the river basin are only passed on to project-based cooperation and irregular meetings between local governments.The conference system has not broken the state of individualism,which is mainly due to the integrity of the dry river basin environmental governance contradictory to the administrative divisions,the pressure system weakens the local government’s intention in the governance of the river basin environment willingness and behavior,inter-regional watershed or environmental inter-government collaborative governance lacks the authority and responsibility of a clear governance subject,and environmental governance costs and benefits in the tragedy of the Commons,and the mismatch of financial rights and powers of local governments in the governance of the river basin environment.Therefore,it is necessary to increase local government’s awareness of the integrity of river basins or the environment and the need for coordinated governance,improve the environmental governance laws and regulations,optimize the environment of cross-regional basin level governments collaboration of collaborative governance institutions,restraint mechanism,information sharing mechanism,interest compensation mechanism and supervision mechanism,to form a coordinated operation effective cross regional watershed examining environmental governance in order to better achieve the local government in the basin environmental governance in the governance objectives.
