Research On Compensation Problem For Inter-regional Governance Of Local Interest

With the advancement of globalization and democratization,Governments to cope with the effects of internal and external environment of rapid change, are committed to integrate their resources,and promote government performance.Regionalization and the development of regionalism,however,requires local governments to get rid of the limit of a single administrative divisions,seek cross-regional cooperation between local government governmance,in order to overcome the regional public problem solution, overcome the spillover effect of regional cooperation.Interest is the logical starting point of cross-regional cooperation,benefit mechanism is the core of the inter-regional cooperation mechanism,cross-regional cooperation governmance interests mechanism including the negotiation mechanism of interest distribution In including the negotiation mechanism of interest distribution in the dispute mediation mechanism guarantee mechanism of benefit sharing and benefit sharing and compensation mechanism and so on.however,the establishment of the benefit compensation mechanism is the core of the benefit mechanism and key links. The so-called benefit compensation mechanism is based on community of interests,when the cooperation governance interests imbalance,for the aggrieved party should carry out reasonable compensation to ensure the fairness of governmance and the subsequent cooperrtion.The article is taking local interests as analysis starting point, through the cross-regional benefit compensation mechanism in the local governance influence factors analysis, there are mainly three aspects namely the influence of the administrative region and administrative region economic,the effect of local government performance evaluation system and the influence of the central government, and then extended to the lack of cross-regional compensation mechanism of the interest of the local governance analysis, mainly include the system level, policies and regulations level, coordinate organizational level and cooperation concept level and so on.Finally the key part of the cross-regional cooperation governance is constructing the institutional framework of benefit compensation mechanism, mainly covers the contents of four aspects, namely benefit compensation system, including the vertical and horizontal, building reasonable benefit share mechanism, improveing the interest compensation of regional public policy and establishing institutionalized interest coordination organization, respectively from the policy mechanism and organization to across regions.
