A Study On The Cooperation Of University And Government In Urban Cultural Construction

At present,China’s urban cultural construction is developing rapidly.Government sectors have gradually realized the prominent role of colleges and universities in cultural construction when performing their duties of public administration.Furthermore,they take the cooperation between the university and the government as a platform to integrate the resource advantages of the university and the government to participate in the construction of urban culture,so as to fully interact on talent training,cultural inheritance,achievement transformation,project development and other aspects,to clarify the principles and ways of cooperation,and to guide colleges and universities,which strengthened the responsibility of social management and actively promoted the development of urban cultural construction.Cooperation of university and government can effectively make up for the shortcomings and defects of the government in performing the public management functions to the society and realize mutual benefit and common development.Based on government function theory,university function theory and public product theory,to elaborate the cases of cooperation of four conservatories of music which include the Central Conservatory of Music,Xi’an Conservatory of Music,Shanghai Conservatory of Music and Sichuan University of Culture and Arts and their local governments,this paper will summarize the promoting effect of schoolgovernment cooperation on urban cultural construction,and point out the problems of school-government cooperation in the process of participating in urban cultural construction,such as backward idea of cooperation,inconsistent level of cooperation and lack of policy support.It points out that the main reasons for the formation of the problem lie in the inadequate understanding of the cooperative subject,the advantage of universities cultural talents has not been fully utilized and the imperfect cooperative system.In the end,the corresponding measures are put forward for the cooperation of school and government in urban cultural construction: We should improve the cooperation model between university and government to provide a strong guarantee for the construction of urban culture and establish a diversified exchange mechanism to promote the good interaction between university culture and urban culture,and then strengthen the cooperation between the university and the government in several cultural field(administrative field,business and industrial ones).We aim to explore a new way to promote the construction of urban culture through the cooperation of university and government in the new era,and to provide suggestions and measures with which Chinese universities can participate in the construction of urban culture.
