Research On The Operating Mechanism Of University Science Park Based On The Cooperation Of The Government,enterprises And Universities

General Secretary Xi Jinping emphasize that Innovation is the primary driving force behind development;it is the strategic underpinning for building a modernized economy.China’s 14 th Five-Year Plan and 2035 vision also specify the central role of innovation in China’s overall modernization drive,and put forward "innovation-driven development and comprehensively shaping new advantages for development".At the present stage,the realization of high quality development puts forward new requirements of co-construction,co-governance and sharing in the aspects of improving the ability of scientific and technological innovation,promoting the transformation of scientific and technological achievements,accelerating the incubation of scientific and technological enterprises,and strengthening the training of scientific and technological talents.University science and technology parks as an important carrier for leading basic innovation and frontier scientific and technological innovation in our country,under the leadership of Party committees and government departments at various levels,relying on the advantages of scientific research,talent and innovation of universities,play the role of the experimental field of science and technology innovation.The deep cooperation and practice between the university science park and the enterprises in the park has created a good example for the government,universities and enterprises to cooperate in governance.As we all know,with many colleges and universities laying out their own incubation carriers such as science and technology industrial parks,and pursuing the rapid development of science and technology innovation,the establishment and optimization of the cooperative operation mechanism of science and technology industrial parks can not be ignored,because its actual situation will directly affect the quality of the operation and service of the parks.Then it will affect the effect of multiple subjects on resource integration and the coordinated development of the industrial park in the future.This paper takes SCUEC Science and Technology Industrial Park as a case study,and based on the theoretical essentials of collaborative governance,uses the SFIC model as the analysis framework,and designs the questionnaire from five dimensions:initial conditions,catalytic leadership,system design,collaborative process,and collaborative effect.And put forward four theoretical hypotheses: the more rights,resources and information can be obtained equally,the more conducive to the cooperative process of government,university and enterprise;The more the government plays its role,the more conducive to the cooperative process of government,university and enterprise;The more transparent and clear the system design,the more conducive to the collaborative process of government,university and enterprise;The more perfect the collaborative process,the more conducive to the operation and development of university science park.After collecting valid questionnaire data,SPSS 23.0 was used to conduct correlation analysis and regression analysis,test the mediating effect of collaborative process factors,analyze the influencing factors and internal logical relationship of collaborative governance mechanism of university science and technology parks,and put forward policy suggestions on this basis.To build the operation mechanism of university science park based on the cooperation of government,university and enterprise,and promote the innovation and development of science and technology industrial park with high quality,the paths are as follows: first,build the trust foundation,create a good beginning for deep collaboration,clarify the goal of collaboration and co-governance,deepen cooperation and exchange,and improve the enthusiasm of collaborators’ participation;Second,clarify the leadership responsibility,build a system of rights and responsibilities for cooperation,improve the governance ability of the government and the management ability of colleges and universities,and promote the whole collaborative process of the governance system of science and technology industrial parks in colleges and universities into a virtuous cycle;Thirdly,improve the system design to guarantee the rights and interests of multiple parties participating in the distribution.The system design is an important link to guarantee the operation mechanism specification of university science and technology parks.Reasonable system setting can make the cooperative governance have certain laws and regulations for reference and constraint,so as to better promote the law-based development of university science and technology industrial parks.Fourthly,optimize the collaborative process to highlight the overall governance efficiency of the park,realize that the competent government departments,the operating units of the university science and technology park,and the enterprises in the park can be effective in the multi-master collaborative governance process,and form phased results and promote the next stage of collaborative operation.
