The city as an element in the social composition, is playing an increasingly important role both on the national and political aspects and areas of the national economy. Urban culture as an essential part of the urban construction, plays an essential role in the development of the whole city, the construction of urban culture, is gradually practicing in the process of exploring. The planner and guide is the government. The function of the government plays an important role in the construction of urban culture, there is still study room on exploring the relationship between the function of government and the construction of urban culture, the problems existed and change direction of function of government in the construction of urban culture. Therefore the article focuses on this.The article is divided into six parts (including the introduction and conclusion), the introduction includes background of choosing the topic, research extent which has made about the topic, the personally new point of view, and research methods uesd. The first part starts from the concept of urban culture, defines the "urban culture" and scope, summarizes the characteristics and specific content of urban culture, and further clarifies the content and the practical significance of the construction of urban culture.
