A Study On Government Functions In College Students’ Entrepreurship

As the higher Education in China is experiencing enrollment expansion, and the annual number of university graduates is increasing. The graduate employment problem has presented a huge challenge to universities and society. From the point of view of government, the college students belong to the high quality human resource and they are the main force to push forward the sustainable development of future economy. The government wants to open up a new way to solve the unemployment problems of college students through encouraging entrepreneurship among college students to create more job opportunities. However, the college students’ entrepreneurship in China is still a new thing which was Influenced by traditional ideas, business knowledge, business environment and other factors, the entrepreneurial participation and success rate of our students was very low,and the entrepreneurial level was also not high. Although the government encourages college students to start up the business in every ways, and formulates many preferential policies for the students, the effect is not really obvious. The entrepreneurship policies for the college students were not well implemented, media environment needs to be improved, legal and protection system still needs optimization and entrepreneurship education and service system should be further improved.Therefore, the government should take actions and optimize the functions of the government to guide, support and service the entrepreneurship among college students.This thesis carries on the research on the he functions of the government in college students’ entrepreneurship research. On the basis of the study at home and abroad, It confirmed the position of government functions in college students’ entrepreneurship, combined entrepreneurial Status and analyzed the effectiveness and problems of the current government in promoting the process of the students’ business. Learning advanced foreign government initiatives about the functions; play on the college students’ entrepreneurship, The article gives some targeted recommendations as following about how to help the government play their functional Fully.First, on the organization and coordination functions, the government should transform their functions deeply, strength the civil construction, and perfect the systems of the policy supports, safeguards and supervision. Second, on education and guidance functions, the government should strengthen macro guidance entrepreneurship education, pay more attention on the entrepreneurial culture and spirit not only entrepreneurial skills training. Third, on the public service function, the government should accelerate the improvement of the mechanism of the pace of business services, and build a public information service platform and efficient business feedback mechanism. Through the above measures and means, the government can create more and better entrepreneurial environment for our college student entrepreneurs.
