Study On Public Health Emergency Management Of Primary And Secondary Schools In K District,D City

The COVID-19 outbreak in the winter of 2019 was a public health emergency with impact.Since the outbreak,the Chinese people and government have made all-out efforts to contain the spread of the virus.As of today,there have been a number of COVID-19 cases in p rimary and secondary schools in China,which are no longer the "vacuum" area of COVID-19.The author reviewed relevant literatures through CNKI,combined with the geographical location of K district in D City and the situation of primary and secondary school students,as well as the current situation,problems and causes of COVID-19 in the prevention,response and normal prevention and control stages in the area,and conducted a comprehensive survey in various directions by questionnaire and interview.The subjects of the interview survey involve education administrative personnel,school management personnel,front-line teachers,school logistics staff,so that the paper has carried out in-depth research in both theoretical basis and practical practice.According to the author’s research,the education,Sports,Culture and Tourism Department of K District had developed and implemented the system of campus public health emergencies before the outbreak of the epidemic,making adequate preparations for epidemic prevention and control,which is commendable.K area from the text brigade headquarters,of course,there are also in need of improvement in the prevention and control work,emergency management plan hasn’t been updated iterations,emergency management system of responsibility shall be investigated for loophole,schools lack professional emergency guidance,some people don’t cooperate with work,full participation is low,two lines of defence health monitoring become a mere formality,epidemic prevention measures implementation does not reach the designated position,School medical and health care is not guaranteed.In view of the above emergency management problems,the author found the reasons in four aspects of emergency management system,behavior,information feedback and main body through investigation:Emergency management needs to improve legal system,emergency management responsibility,the lack of perfect information between government departments reporting system,early warning mechanism is imperfect,prevention and control of the government ability of risk assessment,emergency of actual combat training is weaker,school emergency team professional degree is low,the health emergency first aid skills course is not set,emergency management information feedback lag,lack of positive media public opinion and public support,The number and quality of campus emergency support teams are small,the personnel and material distribution is not in place,and the awareness of prevention and control is weak.In the process of emergency management of primary and secondary schools in K district,countermeasures are taken from two aspects of emergency management measures and implementation guarantee to strengthen the emergency management of primary and secondary schools.
