Study On The Problems And Countermeasures Of X County Government’s Purchasing Home-based Old-age Service

With the aging of the population,the demand for providing for the aged is increasing.With the change of people’s understanding of traditional moral concepts,under the current social background,the traditional family pension model existing in the past has no vitality of the times and can not adapt to the current changes of the current situation.In order to overcome such maladjustment and contradiction,to better solve the present situation of the aged who are difficult to provide for the aged and to enhance their happiness in their old age,China has put forward the policy of government purchasing home-based elderly care services.The policy has promoted the transformation of government function to public service-oriented government.The ability of social endowment insurance has also been improved,which has relieved the pressure of the aged people to some extent,which is of great theoretical and practical significance for the harmonious social construction.In this paper,taking x county government’s purchase of home care service as an example,adopt interview method,literature method and case analysis method,expounds some concepts related to the government purchasing home care services,based on the service-oriented government theory,analyzes the related work of X county government.Next,it introduces the current situation of home-based care services purchased by X county government,analyzes the necessity of purchasing home-based care services in X county from the challenges faced by the traditional care model,the needs of economic and social development,and the transformation of the government’s ruling concept,at the same time,it summarizes the relevant policies and practices of it and the results achieved.Then,it introduces the problems existing in the purchase of home-based aged care services by X county government from three levels: government,home-based aged care service institutions and service objects.Finally,this paper draws lessons from the experiences of Haishu District of Ningbo City,Gulou District of Nanjing City and Shinan District of Qingdao City,the feasible countermeasures are put forward,such as improving the relevant policy content,increase the fund support,consolidate the foundation of aged care services,improve the construction of home-based care service institutions,construct a multi-dimensional comprehensive supervision and evaluation system.
