At present,the aging of population has become a serious social problem affecting the economic and social development of our country.Shanghai is the first city in China to enter the aging population.The serious pressure of providing for the aged has a great impact on social development.In recent years,the Shanghai municipal government has been exploring ways to meet the elderly's needs by purchasing home-based elderly care services,because the elderly population in Shanghai presents the characteristics of "fewer children","older age" and more elderly people in pure old families.However,with the improvement of people's living standards and the development of information technology,the elderly are no longer satisfied with the basic life care services,but also have higher requirements for the service quality of the nursing staff.At the same time,due to the different educational background,income and living environment of the elderly,the required pension services are also gradually showing a trend of diversification,differentiation and personalization,which puts forward new requirements for the current development of home care services.At the same time,the problems of inadequate supervision in traditional home care for the elderly,insufficient social participation,low service quality,and inability to protect the rights and interests of the elderly have become increasingly prominent,which has been unable to meet the demand for providing convenient services to the elderly.In this context,the development of Internet technology has brought new development ideas and tools to home care services.Therefore,the question of how to use the "Internet +" technology to make the government's development of home care services for the elderly more scientific,fair and accurate is worthy of in-depth consideration by academics and grassroots working departments.Because of its unique concept of openness,equality,innovation,sharing and free,theInternet provides a new development path and concept for the traditional government to purchase home-based elderly care services.Through the combination of "Internet +" and home care services,we will use the big data platform to fully explore the existing pension information,and constantly innovate research on the home care service mode which is suitable for the elderly in China,and build a unified,standardized,interconnected and intelligent information sharing platform for the elderly,and tap the application value of big data in depth,so that it can provide precise,personalized and professional nursing service for the elderly.This paper focuses on the background of the background,adopts the form of investigation and interview,and studies from the angle of the government function in the home-based pension service.The first sorts out relevant literature on domestic and foreign “Internet +” government purchase of home care services through literature research methods and summarizes the advantages and disadvantages of literature research.The article then uses the theory of government failure,community care theory and multiple benefits doctrine theory as the theoretical basis for thesis writing.Using survey and interview methods,three elderly communities in Shanghai—Huajing Town,Minhang District,Guangfulin Street,Songjiang District,and Nanjing West Road Street in Jing'an District were selected.We explore and analyze the similarities and differences between the three in the Internet plus background,and summarize some problems in the actual work through in-depth interviews with relevant elderly work leaders.The problems mainly including: First,the role of the government is not accurate.The guidance and incentive policies are insufficient.The scope of Internet promotion are limited and the extent to which government data are shared need to be improved.Second,the legal system for "Internet +" governments to purchase home care services is inadequate,and supervision mechanisms such as information security and service evaluation are incomplete.Third,there are few existing achievements in using "Internet +" to match the supply and demand of elderly care services,and the quality of home care services needs to be improved.Fourth,there is a lack of specialized talents for smart pensions and insufficient investment in research and development.After discovering the problem,I will make a comparative study by referring to existing home-based elderly care models in intelligent communities abroad,and then combine with the actual situation of Shanghai to put forward effective countermeasures and suggestions for improving Shanghai's "Internet +" government purchase of home-based care services.It mainly includes: first,building a home care service system involving multiple subjects.Second,we need to improve home care related laws,strengthen supervision and management.Third,using "Internet +" technology to build a home care service information platform.Fourth,we need to increase policy support and cultivate informatized elderly talents.Through the participation of the government led and socialorganizations,relying on the strength of the community and the elderly,we can realize the development of the "Internet +" government's purchase of home care services together.
