The foundation of the party’s cause lies at the grass-roots level,the blood at the grass-roots level,and the source at the grass-roots level.Grass roots social governance is an important part of the national governance system and governance capacity-building.The key to the realization of the modernization of social governance system and capacity at the grassroots level lies in the implementation of various policies at the grassroots level-grassroots cadres.As the main force of grassroots cadres,young grassroots civil servants bear the main responsibility,and their working status directly affects the work efficiency of grassroots units.Improving the incentive system of young civil servants at the grassroots level is conducive to improving the efficiency of the government and improving the image of the grassroots government.In June 2019,the new "Civil Servant Law" will be implemented to implement the system of parallel positions and ranks of civil servants,which will help broaden the promotion channels of young civil servants at the grassroots level.In this context,it is particularly important to study the incentive problem of young civil servants at the grassroots level.Based on Maslow’s hierarchy of needs theory,two factor theory and expectation theory,this thesis takes young civil servants at the grass-roots level as the research object,and carries out the research from the following aspects: first,it combs the research status of civil servants’ incentive system at home and abroad from four aspects of assessment,promotion,training and salary.Secondly,from the perspective of theoretical research,it defines the relevant concepts of incentive system for young grassroots civil servants.Third,select the young civil servants at the grass-roots level in district a as the sample,through the combination of questionnaire survey and interview,to conduct a sample survey on the incentive status and the influencing factors of work enthusiasm of young civil servants at the grass-roots level.Through the analysis of the survey results,we find that there are problems in the current incentive system and implementation of young civil servants in district a,and analyze the reasons.Finally,combined with the actual situation,the thesis puts forward corresponding suggestions on strengthening the incentive system of young civil servants in district a and its implementation effect: first,improve the assessment system,strengthen the usual assessment,refine the performance assessment indicators,and optimize the distribution proportion of excellent assessment;second,broaden the promotion space;third,strengthen the exchange mechanism;fourth,improve the training system,increase the training intensity,enrich the training forms,and implement customized training.Five is to appropriately increase the salary;six is to set up AB post,the implementation of paid leave system;seven is topay attention to the combination of material and spiritual incentives.Based on the implementation of the new "civil service law" and the implementation of the civil service position and rank parallel system,this thesis studies the influencing factors of the work enthusiasm of young civil servants at the grass-roots level,explores the methods to improve the incentive system of young civil servants at the grass-roots level,so as to provide mechanism guarantee for building a dynamic and energetic young civil servants at the grass-roots level,and has reference significance for relevant departments.
