Research On The Predicament And Countermeasures Of Comprehensive Administration Of Public Security In X Town Of Hebei Province

At the Second Session of the 13th NPC on March 5,2019,in his government work report Premier Li Keqiang said that social governance should be strengthened and innovated and constantly move the focus of social governance work down to the grassroots.At the same time,we should make the best of Fengxiao Experience to build a new pattern of urban and rural community governance.Hebei Provincial Party Committee,the provincial government launched the Three Innovation and Four Constructions activities whose aim is to build a modern social governance system.This is a full implement of General Secretary Xi Jinping’s important instructions and the decisions of the Party Central Committee,accelerating Hebei’s development in an innovative,green and high-quality way,and modernizing its governance system and governance capacity.It is of great significance in finishing building a moderately prosperous society all respects,winning the poverty alleviation,and ensuring a successful conclusion of the 13 th Five-Year Plan(the 13 th Five-Year Plan for Economic and Social Development of the People’s Republic of China).Rural governance is the key for rural revitalization.In recent years,with the implementation of the national strategy and the arrival of various systems and opportunities,the tourism industry in X Town has gradually replaced the coal mining industry and become the new pillar of economic development.With the increase of employment and income,their way of life has changed and social contradictions gradually increased.Some national strategies and institutional plans have encountered resistance at the grassroots level in the process of being promoted from top to bottom.How to improve the capacity of modern social governance and solve these obstacles has become an important part of grassroots work.Therefore,the effectiveness of the comprehensive management of public security at the grass-roots level directly affects the economic construction and the realization of the great development and leap-forward of various social undertakings.At present,with the developing of the civil society in X town of Hebei Province and the advancing of the service-oriented government model,all kinds of scientific and technological equipment and office facilities are constantly improved,which provide the possibility for the establishment of a modern social governance system.Based on the related theory as the support,this thesis has analyzed and discussed some questions like the selection and training of grid administrators,the selective investment work of comprehensive administration,the lack of linkage of functional departments,insufficient market participation and performance evaluation,etc.Through analyzing the related theories and learning the relevant experience from other provinces,cities and regions,countermeasures and suggestions have been raised,including the publicity and training,the improvement of pragmatic thinking,the establishment of linkage mechanism among departments,the multiple subject coordination mechanism,the plural materialize governance mechanism,the assessment and accountability mechanism countermeasures.This thesis is expected to provide a reference for the improving of public security theory and the comprehensive management of public security.
