Research On The Influencing Factors Of Local Government’s High Level Talent Introduction Policy Diffusion

Policy diffusion has been paid more and more attention by domestic scholars,involving in economy,politics,culture and many other aspects.However,due to China’s unique political system,the characteristics and influencing factors of policy diffusion under China’s national conditions need to be clarified.With the development of social science and technology,high-level talents play an increasingly important role in social and economic development.The competition for talents between cities is becoming increasingly fierce.All localities have implemented corresponding policies for the introduction of high-level talents.This study takes this opportunity to study the current situation of high-level talent introduction policy diffusion,and tries to clarify the trend of high-level talent introduction policy diffusion among prefecture level cities? What are the internal driving factors that affect the implementation of high-level talent introduction policy by local governments?This study collects the first high-level talent introduction policies of 282 prefecture level cities in China from 2000 to 2019,and measures the characteristics and influencing factors of policy diffusion among local governments.Based on the theory of policy diffusion,the theory of political tournament and the theory of policy entrepreneur,this paper explores the influence of urban internal factors on the policy diffusion of high-level talent introduction among local governments from three aspects of urban competitiveness,government capacity and the characteristics of government officials.The results show that the time sequence characteristics of high-level talent introduction policy diffusion show the trend of "accelerated diffusion-stable diffusion";and the diffusion speed is different among different regions in China.The diffusion speed of high-level talent introduction policy in East China is the fastest,followed by central China and South China,while the diffusion speed of high-level talent introduction policy in Northeast China is the slowest.The results of event history analysis based on binomial logistic regression model and Cox proportional hazard model show that the diffusion of high-level talent introduction policy among local governments is affected by many factors.The level of urban economic development,industrial structure,population size,age and education level of officials are the driving factors for local governments to adopt high-level talent introduction policy,while the reserve of high-quality talent resources and administrative level are the resistance factors for local governments to adopt high-level talent introduction policy.On the whole,urban competitiveness factors will significantly affect the diffusion of high-level talent introduction policy among local governments.Finally,from the perspective of the government as the main body,this paper puts forward specific suggestions for the diffusion of high-level talent introduction policy among local governments,including enhancing the city’s own competitiveness,improving the government’s ability and improving the comprehensive quality of government officials,so as to provide suggestions for the future high-level talent introduction policy to play a greater role.
