Research On Rural Old Age Security In Balinyouqi,Chifeng City In The Context Of Rural Revitalization Strategy

The Implementation of Rural Revitalization Strategy was proposed in the report of the 19^{th CPC}National Congress and was included in the Party Constitution as one of the seven national strategies.It is a major strategical decision made by the Party Central Committee focusing on building a moderately prosperous society in all respects and striding forward to a great modern socialist country.The proposal of the rural revitalization strategy has pointed out the direction and clarified the key points for the construction of a new socialist countryside.However,with the accelerated flow of rural resources into cities and non-agricultural industries,a large number of rural people,especially young and middle-aged,have moved to cities,causing a large number of rural elderly generation staying behind and the“hollowing out”phenomenon is getting more and more serious.This has made the issue of rural old-age security increasingly prominent,and has become a major shortcoming of rural revitalization.Given this situation,this paper focus on the area of Balinyou Qi of Chifeng City as specific research area,explains the concepts of the Rural Revitalization Strategy and rural elderly social security,and clarifies that as a major strategy,rural revitalization has become a guiding principle for the new socialist countryside construction,and perfecting rural pensions guarantee is of great significance for doing agricultural and rural work well.Meanwhile,the in-depth study which conducted on related theories including family life cycle,welfare pluralism,and Maslow’s hierarchy of needs shows that in order to achieve rural revitalization,the deficiency in social security for the rural elderly must be improved.Then an analysis was performed on the relationship between rural revitalization and rural elderly social security,linking rural revitalization closely with old-age security problems in Balinyou Qi,and also exploring the impact of rural old-age security in Balinyou Qi on local rural revitalization.Secondly,based on random selection of respondents,a survey questionnaire survey was conducted and interviews were done to gain insights into the situation of population ageing in the villages of Balinyou Qi,and to point out the main measures and achievements of promoting rural elderly social security in Banlinyou Qi,and to identify major problems and the causes behind.Finally,by fully comprehending the 20-character guidelines of the Rural Revitalization Strategy,specific suggestions were provided from different dimensions of the rural revitalization strategy to help address the problems in rural elderly social security in Balinyou Qi,in order to transform the shortcoming into major breakthrough of promoting rural revitalization and construction,and to lay a solid foundation for further promoting the development of local new rural construction and realizing comprehensive rural revitalization.
