Accelerating the transformation of government functions and improving the ability of social management and public service has increasingly become the core appeal and action goal of the current government governance reform in the new era of "people-centered",and public sector has gradually handed over part of public services to social organizations in the form of purchase.Because this domain starts late in China,the exploration and research on its performance evaluation is not enough.Thus,performance issues to explore the government purchase of social organization of public services is significant.Public venture capital is on the rise as a way for governments to buy public services from social organizations.This article selects the new first-tier city—Suzhou as the analysis object,and Gusu District as its central urban area.It has held micro-public welfare venture capital activities at district level for eight consecutive years.To some extent,it has made the promotion of social development organizations,to enhance the level of effectiveness of public service delivery,but there are still limitations in system supply and capacity development.In order to evaluate its actual performance,this study introduces the public value scorecard,through literature research,expert consultation and other processes,a more scientific and objective performance evaluation system has been established.According to the categories of micro-public venture in the area(social service,community governance,and organization cultivation),the "Beautiful Mind" series of projects,Lighthouse Action,and Yi Su Yi Jin were selected as the analysis samples.,legitimacy and support from the public value and ability to operate three dimensions detailed analysis social organizations of public service government purchase purchase behavior is not standard,benefit deficiencies,government departments,understanding is not deep,low public support and participation,incomplete industry ecology,social organization operation have short board,falsified and acceptance capability of the talent shortage problem.The optimization strategy of government purchasing public services of social organizations proposed in this paper is as follows: In public value dimension,improve the system of the top design,do a good job in performance evaluation from three aspects: optimizing the third-party evaluation mechanism,improving the standardized and professional evaluation system,and improving the evaluation technology and methods,innovate the monitoring mechanism of service purchase to standardize government purchase behavior and build a consensus on public value that promotes the effective supply of public services.In dimension of legitimacy and support,to accelerate the transformation of government functions,clarify role positioning and scope of authority,strengthen capital guarantees,and establish a correct sense of public service,add buy the regulatory functions of public services,by forming a multidimensional industry association,the process of "linkage" three clubs,and cultivate social identity soil construction organization industry ecosystem,The publicity and participation incentive mechanism should be used to enhance the public’s support and participation in the government’s purchase of public services from social organizations,to stimulate the vitality of social organizations to actively participate in the supply of public services with a good supporting environment.In the dimension of operational capability,social organizations are guided to develop in a standardized way through internal and external constraints.By requiring social organizations to pay attention to their own growth and treat project performance evaluation correctly in the process of public service supply,the construction of their undertaking capacity is promoted.By perfecting relevant systems and policies,reasonably determining the remuneration and subsidy level of social organization staff,increasing the intensity of talent introduction and optimizing the training content and methods,promote the social organization talent team to be more stable,reasonable and professional,so as to promote the high-quality service supply by the high-quality development of social organization. |
