In the 18 th CPC National Congress emphasizes, the delivery of public services must be innovative ways of social management; the government should explore new ways. In recent years,”government purchase of services” which was invented in oversea countries, in concern of Party and the government, had made great impact. After a long period of practice and exploration, our country had more experiences on this area and the government purchase of services to the social forces in our country public service and government affairs field plays a more and more important role.As a beneficial policy, the Shijiazhuang’s government has in the past ten years of continuous exploration and accumulation of experience, to make this work easy to carry on, On the basis of many years of all parts of the Country’s and the very city of Shijiazhuang’s good practical experiences, on the 2014 Shijiazhuang city has issued a series of government procurement of services to the social forces and the relevant policies implementation measures, establish a new system had made significant progress. Although the Shijiazhuang’s government purchases services from social forces have made some achievements and has been recognized by the community, there are still some problems to solve, so many things need to improve. This thesis is based on the practice of Shijiazhuang City, aims to study the government purchases services from social forces in Shijiazhuang and whole nation’s development direction. The thesis consists of six parts: the first part carries on the summary to the topic’s background and significance, sorts out the relevance study of this topic home and abroad. The second part explains the basic concepts on this theory and stressed the importance of this work. The third part introduced the current status and the history of Shijiazhuang City’s government purchases services from social forces, through the examples to show the work achievements. The fourth part is to put forward some problems still exist in Shijiazhuang.The fifth part to analyze the outstanding cases at home and abroad of government purchases services from social forces, to find worthy Shijiazhuang learn from. The sixth part is to giving suggestions about government purchases services from social forces in Shijiazhuang based on its problems.
