Research On The Public Services Purchased By Government From Social Organizations

Since 1970s,purchase conducted by the government on social public service has become strategic significant reform adopted by countries in world wide to respond to demands on social public service.Governments of various countries have been gradually abandoned traditional way to provide public service,and explore the way that offers public service for the society and the public through the third party in turn.Under this circumstance,the government has been established extensive cooperation relation with social organizations on public service field.At current,with the development of social economy,requirements of the public in China increase rapidly,contradiction between inadequate public service and basic products of public service is increasingly prominent;therefore,expedite government functions transformation,innovate social governance and boost government's efficiency of supply on public service have become the urgent task of government reform.Government offers public service through way of using financial fund to buy it from social organizations,which is the important innovation on supply pattern of public service.It not only relieve government's burden and improve efficiency of supply of public service,but also promote the development of social force by supporting social organization development,then to offer major resources and realistic foundation for China to boost modern national governance system and governance capacity.The paper adopts the form of combining theoretical research with empirical study,integrating problem analysis with countermeasure analysis,and combining achievements got in China with the ones reached in foreign,and summarizes overall situation about that Chinese government purchases public service from social organizations.The paper is divided into six chapters:the first chapter will mainly introduce basic concepts involved in this paper,research background and significance,research status in domestic and foreign;the second chapter will start from Marxist theory,explain the inevitability of Chinese government to buy public service from social organization by taking Marxism civil society theory,human-oriented value,public functions theory and related theoretical achievements of sinicization Marxism as theoretical basis;the third chapter will analyze the necessity and possibility of Chinese government to purchase public service from social organizations and the important practical significance of such system for pushing the establishment of "Five in One" in China,to improve the consciousness of Chinese government to buy public service from social organizations;the fourth chapter mainly summarizes the methods adopted by Chinese government and foreign government,offers reference for Chinese government to popularize the way that the government buy public service from social organizations by analyzing and summarizing the experiences reached by Chinese government and foreign government on developing public service purchase;the fifth chapter will reveal the contradiction and conflict existing in the course that the government,social organizations and the public participate in public service purchase through the specific case that local government of Fuzhou city buys services for the aged from gold sum integrated service center,explore and analyze hidden reasons;the sixth chapter will offer suggestions for the government to perfect related path choices to buy public service from social organizations.
