Research On Renshou County’s Practice Of Integrating Party Construction To Promote The Revitalization Of Rural Organizations

Strengthening the Party building work at the grass-roots level in rural areas is a n ecessary prerequisite for carrying out rural work.It is an indispensable part of the rura l revitalization strategy and should always run through it.In order to get on the fast tra ck of rural revitalization,it is necessary to adhere to the implementation of the Party C entral Committee’s policies from the central government to the local government,to e nsure that they do not go out of shape or deform.Consolidating grass-roots Party cons truction is an important means to ensure that grass-roots Party organizations have com bat effectiveness and is also a necessary organizational guarantee for rural revitalizati on.This also emphasizes the importance of strengthening the Party building work at t he grassroots level in the implementation of the rural revitalization strategy.This paper selects Renshou County as the research object,focusing on some achi evements made in the integration of Party building in rural grass-roots governance aft er the 18 th National Congress of the Communist Party of China.The integration of Pa rty building will strengthen the grass-roots Party organization,promote rural grass-roo ts governance by the grass-roots Party organization,implement the integration of Part y building in "’s" to enrich the people and strengthen the village,and strengthen the ru ral grass-roots Party building.This paper analyzes the current situation of rural grass-r oots governance in Renshou County from the aspects of ideological and moral educati on,grass-roots party organization construction,party member service,system constru ction and style construction.This paper selects the representative villages in Renshou County to conduct a questionnaire survey,Combined with long-term follow-up investi gation and research data and screening and analysis of first-hand data,Using the theor y of public management,This paper comprehensively studies the grass-roots governa nce in Renshou County,It is found that there are still some problems in the grass-roots governance in Renshou County,such as the fighting capacity of the rural grass-roots party organizations to be improved,the cohesion to be weakened,the lack of financial guarantee,the lack of rural The problems of low quality and so on are further obtaine d,and the causes of the problems are further obtained: not paying attention to the culti vation of reserve forces of grass-roots party organizations,not paying attention to gras s-roots party building work,the lack of effective income-generating ways for village c ollective economy,and the lack of knowledge training for rural grass-roots governanc e subjects.Finally,through the above analysis,this paper puts forward some countermeasur es and suggestions to promote the integration of Party building and carry out rural gra ss-roots governance: first,to enhance the combat effectiveness of rural grass-roots Par ty organizations,optimize the establishment of Party organizations,do a good job in o rganizational capacity building,and select and match the two "teams of the village";T he second is to strengthen the cohesion of rural grass-roots party organizations,innov ate the forms of party branch activities,strengthen the construction of cadres’ style of work,and establish and perfect the assessment mechanism.The third is to improve th e funding guarantee mechanism for rural grassroots governance,expand the rural coll ective economy,reform the rural public finance,and carry out solid twinning assistanc e.The fourth is to enhance the main body’s rural governance ability,improve the quali ty of rural grassroots governance main body,cultivate rural social organizations,and e nhance the villagers’ autonomy ability.
