Research On The Refined Management Of Shanghai Based On Analysis Of Typical Foregin Cases

Shanghai officially released the "Three-Year Action Plan for Suggestions on the Implementation of Strengthening the Refined Management of Shanghai for Shanghai Municipal Committee of the Communist Party of China and Shanghai Municipal Peoples Government(2018-2020)." on January 31,2018.As a super-large international metropolis,Shanghai has higher requirements,wider ranges,more variables and more difficulties in terms of its refined management.Therefore,how to effectively use the methods of legalization,socialization,intelligentization,and standardization to achieve the goal of refined management will be a long-term problem to be considered.In view of this,this thesis attempts to use the theory of good governance and scientific management,combined with the analysis method of literature and multi-cases and use the statistical analysis tools of bibliographic information as the means based on the journal database of CNKI to statistically analyze the word frequency data of title,keywords and abstract of the journal articles of the "four modernizations".Then,the thesis selects the vocabulary with a frequency greater than or equal to 30,and based on this,the thesis combs and analyzes the status quo of the "four modernizations".On this basis,the thesis summarizes the dilemma of "four modernizations" and makes targeted selection and analysis of the cases of refined management of foreign cities.It aims to summarize the foreign advanced level and practices through comparative analysis of the cases,and proposes meaningful countermeasures for the “Three-Year Action Plan” for the refined management of Shanghai.This thesis builds an analytical framework on the basis of fully analyzing the refined management,the legalization of mobile street vendor management,the socialization of street space management,the intelligentization of parking management and the standardization of waste sorting management from both home and abroad,using the theory of good governance and scientific management,and combines these two theories with the concept of refined management and then comes down to the "four modernizations".The thesis has the following findings and conclusions.Firstly,it sorts out the current situation of refined management of Shanghai,and finds the dilemmas of refined management of Shanghai under the analytical framework of this thesis.In terms of legalization management,the laws and regulations of refined management are imperfect,the construction of a talented team is weak,and external supervision is ineffective.In terms of socialization management,the participation of the public is low,and the cooperation with social forces is ineffective.In terms of intelligentization management,the coordination and integration effectiveness are insufficient,the guarantee is lacking,and the ability to apply data is insufficient.In terms of standardization management,the standard system is imperfect and internal supervision is ineffective.Secondly,the thesis selects four representative cases of foreign countries to be analyzed and researched based on the classification of “four terms”.Through the comparative analysis,it is found that although each case has its most prominent characteristics,this does not mean that the case has only one of the characteristics of “four terms”.As can be seen from the analysis of each case,the management of legalization,socialization,intelligentization and standardization are complementary and indispensable.Thirdly,the corresponding countermeasures for the refined management of Shanghai were proposed based on the final comparative analysis.In terms of legalization management,the refined management of Shanghai must establish a sound legal system,improve the law enforcement supervision mechanism,and strengthen the construction of law enforcement teams.In terms of socialization management,the refined management of Shanghai must raise public participation awareness and build a public participation platform.In terms of intelligentization management,the refined management of Shanghai must strengthen interdepartmental collaboration and integration,and achieve data sharing.In terms of standardization management,the refined management of Shanghai must establish a sound standard system and clear supervision and management mechanism.
