Multilevel Governance In Urban Communities Under Public Crisis:A Case Study Of Prevention And Control Of COVID-19 In Tianjin

In recent years,complex development and change have occurred in urban community governance in Tianjin with multi-governance becoming the new development direction of community governance.The outbreak of the Covid-19 pandemic has highlighted the vital function of community governance in public crisis incidents.Although a series of effective countermeasures has been adopted under the support and guidance of the government,community governance still faces great challenges because of the increasingly diversified demands of governance actors and stakeholders.In this context,this thesis intends to compensate for the deficiency in the research on community governance in irregular situation and foster the advance of comprehensive emergency management capability of communities.In addition,by identifying the advantages of the multi-actors in community governance,it provides a reference and practical significance for further exploring new models of community multi-governance in times of crisis.This thesis identifies fours problems in the pandemic prevention and control in urban communities of Tianjin with questionnaires and interviews--insufficient awareness of service and crisis,unbalance between the role and the guarantee for the multi-actors participating in community governance,lack of community governance resources and imperfect coordination mechanism among multi-actors.These problems have resulted in a high frequency of conflicts and a poor governance effect in communities in the face of such kind of public crisis incidents.In regard of this,building upon the theoretical foundation of governance theory and new public service theory,this thesis summarizes specific countermeasures from four aspects,including accurately understanding the development direction of ideas on governance,shaping a multi-actor governance framework,ensuring the supply of talents and resources and improving the emergency management and supervision and assessment mechanisms with the aim to improve the community governance system to handle public crisis,enhance the governance capabilities of urban communities in Tianjin and contribute to the modernization of grass-roots social governance.
