On The Internal And External Linkage Mechanism Of The Public Security Organ In The Emergency Disposal Research

The current society and economy is still in a stage of rapid development. The economic slowdown has no effect on the process of the urbanization. When urban development speed is far more than the carrying capacity of urban management, the hidden social contradictions will break out right now. At the same time, the speeding up of industrialization also makes the man-made disasters more and more frequent. All these can turn into sudden events that we have to face at any time.Emergency is almost inevitable. Our cities prepare for a lot of targeted contingency plans. But emergent contingency is a complex project. The demands of time is very high, once missed the opportunity of previous disposal, later even spend more time and manpower to remedy, and unlikely to recover the loss. In current social life, people tend to seek help from the policemen. The call number 110 is more widely known, this also makes the police station becomes the most sensitive public security organ in emergency events. How to integrate the internal and external resources effectively and make full use of them, establish a highly efficient and reliable internal and external linkage mechanism is worth us to explore.This article based on the events that happened in cities as the research scope, use the internal and external linkage mechanism in the emergency disposal by the public security organs as the research object, use the method of literature research and case verification and interdisciplinary research methods, study the status of the internal and external linkage mechanism in the emergency disposal.This article is divided into five chapters, the first chapter is the introduction, summarizes the study background, significance and the present status of research both at home and abroad, introduces the current situation and reasons of the frequent occurrence of unexpected events, expounds the important position of the public security organs in the government’s emergency disposal and the difficulties faced by, put forward the problem to study and solve in this article. The second chapter introduces related theory, the theory that associated with this article, the public security organs inside and outside the mechanism of emergency disposal of the relevant theory and the complexity of it. At the same time, introduce generally the public security organs within the police resources. The third chapter introduces the existing emergency linkage mechanism, analyzes the existing problems of mechanism and causes of these problems which are basis in this paper. Emergency disposal of the public security organs in the fourth chapter, both inside and outside of the linkage mechanism of the guiding principles, the overall framework, implementation, operation process and matters needing attention, in the form of detailed mechanism set up to run from the main part. In the fifth chapter points out some attentions in the emergency linkage mechanism between inside and outside of the public security organs, and the guarantee for running the mechanism.
