Research On The Improvement Of The Community Voluntary Services Conducting In A Way Of Time Bank In Jinchang City

Since the reform and opening up,with the rapid economic and social development,China’s voluntary services have gained remarkable achievements.It has presented an important role in national governance,especially in that of local communities,provided a significant platform for various social groups to participate the social governance.Meanwhile,as an important power of social governance,the volunteers and voluntary organizations have played an increasingly important role in grass-roots governance,and gained the high attention and support from the Party and the government,along with the wide recognition and approval of the society.In recent years,based on the typical experience at home and abroad,a few local communities in Jinchang City have introduced the concept of Time Bank,and carried out the management of voluntary service points system.By exploring new service mode,these communities has guided and encouraged different groups to participate voluntary activities,thus realizing the "two-way cycling" of volunteer service and promoting local governance.However,due to the factor of local economic foundation,geographical conditions,history and culture,the service in Jinchang City still have some problems,in terms of policy support,management efficiency,service quality,participation,and etc.As a result,it is faced with lots of challenges and difficulties on the sustainable development.In view of this,this paper takes Longjili Community and Huimintong Community Public Service Center in Jinchang City as an example,summarizes the current conditions and achievements of their services through data collection,questionnaire and field interview.Then,the author finds out the following problems,concerning policies and regulations,source of funds,participation,operation mode,contradiction between supply and demand.Thus,based on the theory of Public Value and Public Governance,the paper establishes framework,and analyzes reasons from the aspects of value,support,cooperation,path and result.Learning from the typical experience at home and abroad,as well as based on the local realities,the paper puts forward the following suggestions,including clarifying the value orientation,enhancing the support,encouraging participation,improving the operation mode,and optimizing the service projects.The paper hopes to provide a reliable reference for the promotion of voluntary services in Jinchang City,and a case study for Gansu Province and even the whole country to conduct the grass-roots social governance.
