| Myanmar,located at the junction of South Asia and Southeast Asia,is the intersection of major countries’ Geo-strategies and the Geo-buffer zone between China and India.The China-Myanmar border area is not only China’s bridge to South Asia and Southeast Asia,but also the foundation for China to break the "Western U-shaped containment" strategy,and it is also an important fulcrum for China to build a "new frontier." Therefore,peace and stability in the China-Myanmar border area are of vital importance.However,due to the influence of Myanmar’s domestic political situation,armed conflicts frequently occur in China-Myanmar border areas,resulting in a large number of refugees gathering in China-Myanmar border areas.The long-term gathering of refugees has triggered a series of chain adverse effects,and the refugee problem has gradually evolved into one of the unstable factors in China-Myanmar border areas.With the further expansion of China’s opening to the outside world and the increasing number of cooperation projects between China and Myanmar,the issue of refugees in the border areas between China and Myanmar has become more and more prominent in hindering China-Myanmar cooperation.In this context,it is necessary to strengthen the research on the refugee problem in the border areas between China and Myanmar,and resolve the plight caused by the refugee problem through refugee governance.On the basis of some scholars and experts,this article takes the reality of the governance of refugees on the China-Myanmar border as a research entry point,comprehensively uses political geography,geopolitics,international relations,ethnology,border science and history and other related theories,using literature research methods,field research methods,regional comparison methods,and GIS technical analysis methods,sort out the emergence of refugees in the border areas of China and Myanmar,explore the driving factors of the influx of refugees in the border areas of China and Myanmar,analyze the regional differences in the governance of refugees in the border areas of China and Myanmar,and Analyze the formation mechanism that leads to regional differences.After grasping the background of refugees in the China-Myanmar border area,Current situation of refugee governance,the effectiveness of refugee governance,and the differences in refugee governance,try to put forward the coping mechanism from the international level,the national level and the local level,so as to provide the corresponding reference for solving the refugee problem in the border area between China and Myanmar.The paper is divided into seven parts: the first part,based on the research background,systematically expounds the research significance,research methods and research ideas,and combs the research status at home and abroad;the second part,defines the concept and connotation of "China Myanmar border","refugees" and "refugee governance",and expounds the relevant theoretical basis for the research;The third part firstly defines the scope of the study area,and analyzes the natural and human geographic environment of the study area,and then sorts out the emergence of refugees,governance status and evaluation,and the driving mechanism of the influx of refugees in the China-Myanmar border area;The fourth part analyzes the regional differences of refugee governance in the border areas of China and Myanmar from the perspective of refugee governance methods and subjects participating in refugee governance;The fifth part analyzes the formation mechanism of regional differences in refugee governance in China-Myanmar border areas;The sixth part puts forward the response mechanism for refugee governance in China-Myanmar border area;The seventh part is the conclusion and discussion,which summarizes the conclusions and shortcomings of this study,and puts forward the future research prospects.The results show that:(1)the impact of Myanmar refugees on China’s border areas is still controllable,but the long-term gathering of a large number of refugees on China-Myanmar border is a very unstable factor,which is not conducive to the long-term stability of China-Myanmar border;(2)Refugees in China-Myanmar border areas are distributed in different areas controlled by political groups,and there are differences in the relief and governance of refugees in different areas;(3)The government’s participation in the relief and governance of refugees in the border areas between China and Myanmar is small,and non-governmental organizations are the backbone of the relief and governance of refugees in the border areas between China and Myanmar;(4)promoting peace in northern Myanmar is the root of the governance of refugees in the border areas between China and Myanmar,and peace in northern Myanmar is closely related to the Myanmar government’s armed policy towards ethnic minorities;(5)Refugee governance on the China-Myanmar border is a long-term process and requires long-term planning.In order to manage the refugee problem in the China-Myanmar border area and eliminate the impact of refugee gatherings,the response tactics proposed in this article has the following points:(1)International cooperative governance led by China and Myanmar: Actively take part in the global governance of refugees;China and Myanmar should take the lead and actively introduce the participation of a third party.(2)Cooperative governance at the national level: strengthen the dialogue and communication of refugee governance between China and Myanmar,and reach a national-level refugee governance plan;actively promote peace in Myanmar;strengthen cooperation with non-governmental organizations and rational use of non-governmental organizations.(3)Cooperative governance at the local level:Strengthen local economic cooperation and promote regional economic development;summarize local governance experience and formulate local governance regulations;strengthen border management to prevent illegal flows. |
