A Study On The Governance Of Cross-border Floating Population In China Myanmar Border Area

This paper studies how to effectively manage the cross-border floating population in China Myanmar border area.The cross-border activities of a large number of foreign personnel have brought positive effects on the social and economic development of the whole area along the China Myanmar border,but also produced many negative factors and problems,which have penetrated into many fields of the border area society in an all-round way.Therefore,how to effectively play the positive effects brought by the group in the process of governance,at the same time to eliminate its negative effects,and to achieve and maintain the stability and harmony of the border between China and Myanmar,will be the core argument of this paper.Specifically,this paper will be divided into the following parts:In the first chapter,the author will introduce the current situation and behavior characteristics of the cross-border migrants in China Myanmar border according to the relevant data.In the second chapter,the author will give a comprehensive overview of the historical background,causes and elements of cross-border population flow in China Myanmar border area.In the third chapter,the author combines the research cases collected in the research of Ruili City with the dual effects formed by cross-border floating population to explain and analyze,and refines and combs the problems therein,so as to make necessary logical preparation for the corresponding governance model design.In the fourth chapter,the author tries to build a new model of cross-border floating population governance on the basis of the existing governance model and governance situation as well as the governance reference for other regions at home and abroad.It mainly discusses the improvement of the governance system of cross-border floating population between China and Myanmar,including the design of governance structure,functional positioning and operation mechanism.In addition,in view of the improvement of the governance capacity of the cross-border floating population between China and Myanmar,the author will focus on the practical role of cooperative governance mode in the governance of resource integration,resource allocation and other aspects based on the existing research results.In the conclusion part,the author tries to answer how to carry out more effective governance of cross-border floating population in China Myanmar border area,that is,to realize the dynamic balance between the rigid regulatory means of laws and systems and the flexible means of cultural respect and emotional care,and to form a more legalized,systematic,standardized and humanized innovative governance mode.At the same time,the conclusion further clarifies the practical utility,practical significance of cooperative governance in the current and future governance process of cross-border floating population between China and Myanmar.And on this basis,further refining and summing up the regulatory governance,"soft governance" and cooperative governance of the three organic unity of the realization path.
