Practical Exploration Of Cultivating The Positive Function Of Community Social Organizations In The Three-Community Linkage Project

With the advocacy of national policies and local practices,the linkage of the three agencies is becoming a national grassroots social governance policy system,playing an important role in the transformation of government functions and improving the efficiency of public service supply.However,the linkage of the three agencies also has its own particularities and complexity,it is necessary to test the effect of this policy with comprehensive perspective.Community social organization is an important work area for the linkage of the three agencies,but it has positive and obvious functions,but may also have negative and hidden functions.The function of community social organization needs to be fully understood and supervised.To make it positive,the cultivation of functions and the overcoming of negative functions are related to the overall effectiveness of the implementation of the linkage of the three agencies.In 2020,Lanzhou will carry out 20 pilot projects of three-industry linkages in the city.However,the project site where the author intern was opposed by the owners’ committee for property rights disputes between the owners committee and the neighborhood community.The social workers faced the owner committee’s obstruction,government’s expectations and project’s evaluation.Based on this,this research will conduct practical explorations on the cultivation of the positive function of community social organizations in the three-community linkage project.In the process,the reconstruction of the owners’ committee of Y community in Lanzhou is the breakthrough point,and the reconstruction of the owners’ committee will drive the overall development of other community social organizations in the community.Firstly,the author will use the literature research method,questionnaire method,interview method,and participatory observation method to collect data,conducting a comprehensive investigation of the intentions of all parties while using Merton’s structural functionalism to analyze the function of the owner committee.The survey found that the attitude of the owners committee is inconsistent with public opinion on whether to support social workers to settle in.The negative function of the owners committee restrains its own development,but also restra ins the development of other community social organizations in the community.Secondly,the author will make plan and put it into action.Among them,for the reconstruction of the owners’ committee,social workers mainly intervene in four aspects: timely i mprovement of the team’s ability,seeking common ground while reserving differences with the owners’ committee,deepening cooperation with community streets and solving problems for residents in four aspects.Targeting the development of other social organizations in the community,social workers mainly implement the plan of "increasing quantity,expanding scale and increasing types".Finally,the author will conduct a summary evaluation.The evaluation shows that the practical effect is good: with the intervention of social workers,the current tripartite deadlock between the neighborhood,community,and owner committee has been broken,the project can follow the three steps of "no hope of settled in-formal settlement,constructive settlement,and effective communication".The platform between the owners committee and social workers is completed.Residents’ recognition of social workers has increased and a mutual assistance network of community social organizations has taken shape.Through practical exploration,this research has three conclusions: firstly,the community social organization in the three-community linkage project has an important function for modern community governance;secondly,we must treat the community social organization in the three-community linkage project comprehensively while cultivating positive functions and overcoming counter-functions;third,the positive function of community social organizations in the three-community linkage project is to focus on the key points,step by step,and point to the surface.That is to say,investigate and find out the breakthrough that affects the development of the positive function of community social organizations and analyze it,and then play the role of model to drive and promote,helping the development of other community social organizations and promoting the overall development of the positive function of community social organizations ultimately.
