An Analysis Of The Impact Of Owner Organization On Urban Community Governance

After the reform and opening up,the changes of economic system require corresponding changes in political and social systems.The adjustment of the overall social structure has brought about changes in the way of social management.As an important part of the social and economic system reform,housing system reform has made urban housing commercialized and socialized,and commercial housing community has become the main type of urban community.As an integral part of society,community undertakes some functions transferred by the government in the reform of government institutions.Community governance has become an important part of social governance.Community governance emphasizes the diversification of governance subjects.Owners,as the main body of community housing property rights,have the common rights of the common parts of the community,and form the unification of exclusive rights,common rights,community membership rights and governance rights in law.They are not only the subject of obligations of community governance costs,but also the direct beneficiaries of community governance performance.In order to better participate in community governance,the owners form collective actions by organizing the owners’committee to guide the daily life of the community,supervise property services and mediate property disputes.It has the functions of ensuring the owner’s autonomy and promoting the democratic construction at the grass-roots level in the community.Community governance performance can reflect the results of community governance,and the governance behavior of owners and owners’ rganizations is one of the factors that affect the performance of community governance.In order to analyze the impact of owner and its organization on community governance performance,through the construction of two indicators system of owner organization and community governance performance,quantification of research concepts,design of research questionnaires and advanced analysis of collected data,such as descriptive analysis,contingency table and correlation analysis,it is found that owner participation,owner organization degree,owner organization operation effectiveness and community.There are significant correlations among variables such as district governance performance.The higher the degree of owner participation in governance,the more likely it is to form an orderly owner organization.The higher the degree of owner organization development and the effectiveness of owner organization operation,the more likely the community will produce higher governance performance.Good governance is the goal of a higher level of community governance.In the process of community construction and development in the future,owners and their organization will be an important part of promoting the community towards effective governance and fine governance.
